Description:
The contract aims to establish a framework agreement for organizing digital agility training sessions for local and provincial agents to enhance their digital skills, with various training topics covering cybersecurity, data management, and digital tools.

Subject of the services: Framework Agreement for Digital Agility Training Organized by IDETA Approved CRF.

The purpose of this contract is to designate bidders for organizing digital agility training aimed at local and provincial agents. This initiative aims to enhance the digital skills of local and provincial agents and address the growing needs for digitalization, making local public service more attractive.
The project is part of a continuous training initiative to improve the productivity and efficiency of current or future workers.
In an increasingly digital context, it is essential to equip learners with the necessary skills to use digital tools effectively.

Number of sessions:
The training will be ordered by IDETA based on the date of the session following the sending of a confirmation email. The frequency of the sessions mentioned in the technical specifications is indicative.
Training will only be conducted if a sufficient number of valid registrations are collected. Registrations for participation in the sessions will be organized by IDETA and/or by a partner (e.g., Eurometropolitan e-Campus).

Framework agreement with purchase orders:
For each lot:
This procedure aims to conclude a framework agreement for each lot with several bidders without re-competition for a duration of 48 months starting from the date fixed in the notification letter. The present contract will be concluded with a maximum of 3 bidders per lot based on the award criteria specified in this specifications document. Unit prices are fixed for a period of 48 months. There is therefore no total order amount, only an estimation with presumed quantities. The contracting authority is not obliged to a minimum order.
Each session will be subject to a separate order and will be executed based on the unit price submitted following this specifications document and based on the estimated needs. This special specifications document refers to an estimate translated into presumed quantities. Under no circumstances will the intermunicipal IDETA and its related structures be committed to the defined volume, and the bidder undertakes to maintain their price regardless of the number of sessions to be performed. Bidders are therefore currently and explicitly informed that certain parts may not be solicited by the contracting authority, and, if applicable, the contractor will not be able to invoke the provisions of the specifications to demand any financial compensation.

Maximum quantities:
The presumed quantities listed in this specifications document (Part 3 - Technical Requirements) are the maximum quantities of sessions to be performed under the framework agreement. It is understood that once these limits are reached, the said framework agreement will have exhausted its effects.

Place of service provision: primarily at the premises of the Eurometropolitan e-Campus, Rue du progrès, 24 in 7503 Froyennes. Some training sessions may also be offered in Wallonia and Brussels depending on demand.
