The purpose of the request for information is to collect information from interested parties to support the preparation and planning of procurement. Primarily, the wellbeing services county of Lapland sends written questions to registered operators, to which they are asked to provide answers. Answers to questions will not be made public. At a later stage, the contracting entity may invite operators to meetings via Teams if this is necessary for planning the tendering process. Participation in any future procurement and tendering process does not require registration in this request for information.
Registration must be made by email to tapani.unga@lapha.fi by 14.3.2024. The subject line of the email should be "Registration: Electric vehicle charging stations, Lapland Central Hospital". The message must include the name of the registrant, the company they represent and their contact information. Late registrations can be taken into account if the stage of preparation of the tendering process allows it and it is appropriate from the contracting entity's point of view.
PRELIMINARY DESCRIPTION OF THE PROCUREMENT
The wellbeing services county of Lapland will lease the area from the parking area of Lapland Central Hospital to the selected operator. The operator undertakes to implement power charging stations for 4–6 cars in the leased area. The charging stations are mainly available to customers of Lapland Central Hospital. The operator is responsible for all costs related to the construction and maintenance of charging stations, including the acquisition of the electricity connection required by the charging stations. The operator independently bears the financial risk of the profitability of charging operations. At the end of the contract period, the operator is responsible for the costs related to the restoration of the leased area.
Depending on the interest of the operators and the discretion of the contracting entity, the construction and management of 20 basic charging stations can also be included in the contract using a similar operating model. The infrastructure required for basic charging stations has already been built into the parking area. Basic charging stations do not require their own electricity connection, but the operator buys electricity from the wellbeing services county of Lapland using the existing electricity connection of Lapland Central Hospital.
Neither the responses to this request for information nor any other information provided during the procedure shall be binding on the parties in a future competitive tendering process. The above description of the acquisition is preliminary. The details, scope and implementation method of the procurement will be specified or may change as the planning progresses. The contracting entity may also choose not to carry out the procurement.
