Description:
The German Pension Insurance Hessen seeks a contractor to provide technical support services for implementing Robotic Process Automation and AI solutions to enhance digitalization in pension and rehabilitation processes, while building internal competencies through a structured coaching model.

The German Pension Insurance Hessen, as the central procurement office, is issuing a call for the conclusion of a framework agreement with a contractor. In recent years, there has been a major focus on the digitalization of insured services, e.g., the fully digital e-application and the automated processing of support activities in the handling of rehabilitation and pension cases. At its core, the modernization of the core application rvSystem is central. During the transitional period, the contracting authority and other carriers in the South-Southwest association (SSW) want to introduce modern automation solutions such as Robotic Process Automation (RPA) or tools from the field of artificial intelligence (AI) as transitional solutions and additional capabilities to relieve the workforce. It is essential to establish a persistent program between the areas of services (pension & rehabilitation) and IT organization. The aim of the program is to systematically identify, evaluate, design and implement economically sensible use cases along the business processes. The respective contract includes IT services in this area on demand for the contracting authorities of the German Pension Insurance (up to seven regional carriers including DRV Hessen). The respective carriers will call the services directly from the contractor.

Authorized contracting authorities from the contract are the individual locations / offices of the carriers named in the announcement. Technical Support Services Robotic Process Automation.
Due to the urgency and critical nature of this purpose, the contracting authority is seeking the support of an experienced consulting service provider. The contractor must realize the competencies for business-IT alignment between specialist departments or specialist procedures and IT management, architecture and implementation with the following features: o Strategy consulting: e.g., design of the strategy and deputy management for the program, as well as coaching of senior and middle management o Specialist consulting: business process management, IT strategy & architecture, operational and security concepts, application lifecycle & IT service management o Technical and practical implementation services: organizational change management and implementation of technical solutions The contractor must be fully integrated and responsible for the services within a procedural model. The primary goal is to build competencies among existing and new employees of the contracting authority. To achieve this, the contractor will first design an adequate model and gradually introduce it. The contracting authority expects that the consultants of the contractor will initially provide the services leading and over time increasingly in a pure “coaching” role. By the end of the contract period, the entire program performance is to be independently provided by the staff of the contracting authority. The maximum value of this framework agreement is set at 10 million euros (net). Over the duration of the regular contract period, the maximum call volume for DRV Hessen is 3 million euros (net).
