1. The subject of this proceeding is the conclusion of framework agreements for the supply of laptops, office software, and multifunction devices, referred to hereinafter as “computer hardware” or “assortment”, in the following quantities:
1) Laptop with the operating system Microsoft Windows 11 Professional 64 bit PL in the latest available version or equivalent – 3250 pieces;
2) MS Office 2024 Standard LTSC software or equivalent software – 4100 pieces;
3) Multifunction device type A – 600 pieces.
- The Ordering Party reserves that the execution of the subject of the Framework Agreements will be carried out according to the actual needs of the Ordering Party. If the entirety or part of the subject of a given Framework Agreement is not executed, the Contractors will have no claims against the Ordering Party.

Supply of laptops, office software, and multifunction devices.
1. The subject of this proceeding is the conclusion of framework agreements for the supply of laptops, office software, and multifunction devices, referred to hereinafter as “computer hardware” or “assortment”, in the following quantities:
1) Laptop with the operating system Microsoft Windows 11 Professional 64 bit PL in the latest available version or equivalent – 3250 pieces;

3) Multifunction device type A – 600 pieces.
- The Ordering Party reserves that the execution of the subject of the Framework Agreements will be carried out according to the actual needs of the Ordering Party. 2. The detailed description of the subject of the order (SOPZ) is attached as Annex 1 to the SWZ.

4. Execution deadline for the order:
1) The Ordering Party will conclude Framework Agreements with the selected Contractors for a period of 12 months.
2) The Ordering Party will place Implementation Orders during the validity of the Framework Agreements.
3) The execution deadline for the Implementation Order, issued based on the procedure for granting the Implementation Order without evaluating bids, is 7 calendar days from the date of signing the implementation agreement. In the case of the Inquiry for Quotations procedure, the Ordering Party will specify the required execution deadlines in the Inquiry for Quotations, provided that the required execution deadline cannot exceed 14 calendar days. This deadline may also extend beyond the Framework Agreement Execution Period, provided that the Ordering Party sends a Request for Implementation Order or Inquiry for Quotations to the contractors before the expiration of the Execution Period of the Framework Agreement.
5. The Ordering Party requires that the Contractor fill in the description of the offered assortment according to the requirements specified in the template – Annex 2 to the SWZ (offer form). The Ordering Party requires the indication in the description of the offered assortment of data that clearly identifies the offered assortment, and also clearly indicates in the table the actual parameters of the offered assortment. The description of the offered assortment is an integral part of the offer and cannot be supplemented. If the description of the offered assortment is not submitted or if data identifying the offered assortment or its parameters are not provided, the Ordering Party will reject the offer based on Article 226 paragraph 1 point 5 of the Act.
6. In this proceeding, the Ordering Party does not purchase the assortment. The aim of this proceeding is to conclude a Framework Agreement by the Ordering Party with a maximum of 5 (five) Contractors, whose bid prices do not exceed the amount that the Ordering Party can allocate to finance the framework agreement and achieve positions from 1 to 5 in the bid evaluation criteria, unless fewer Contractors submit non-rejectable offers. The procedure for granting implementation orders based on the Framework Agreement is described in Chapter XIX of the SWZ and in Annex 6 to the SWZ – Template of the framework agreement.
7. The subject specific means of proof:
1) The Ordering Party requires that the Contractor, along with the offer, submit the following subject-specific means of proof:
a) A printout indicating the row corresponding to the results of tests of the offered processor from the website https://www.cpubenchmark.net/cpu_list.php http://www.cpubenchmark.net confirming that the offered processor achieves a minimum score of 9,500 points in the Passmark CPU Mark test. (in terms of the offered Processor, described in point M2.3 SOPZ, constituting Annex 1 to the SWZ). The printout cannot be older than the publication date of this proceeding and
b) Evidence, in particular subject-specific means of proof referred to in Articles 104-107 of the Pzp Act, confirming that the solutions proposed by the Contractor equivalently meet the requirements specified in SOPZ (in the case of proposing equivalent solutions).
2) The Ordering Party accepts equivalent subject-specific means of proof, if they confirm that the offered computers meet the requirements/features/criteria specified by the Ordering Party.
3) If the Contractor does not submit subject-specific means of proof or the subject-specific means of proof are incomplete, the Ordering Party will request their submission or completion within the specified time. The Ordering Party informs that despite foreseeing the request, it will not request the submission or completion of subject-specific means of proof, if the subject-specific means of proof serve to confirm compliance with the features or criteria specified in the bid evaluation criteria description or if, despite the submission of the subject-specific means of proof, the offer is subject to rejection or there are grounds for annulment of the proceedings.
4) The Ordering Party may demand explanations from Contractors regarding the content of subject-specific means of proof
5) Subject-specific means of proof prepared in a foreign language must be submitted along with a translation into Polish. The Ordering Party allows subject-specific means of proof referred to in point 1 letter a) (printout from the site), which were made in English, to be submitted only in the original, that is in English, without translation into Polish.
