This is REQUEST FOR INFORMATION, which is preparing for procuring. We are looking for suppliers interested in participating in a dialogue about Helsinki Regional Transport Authority Bike-Sharing Procurement 2026.
We are writing to acquaint you with the core principles and the initial phase of the forthcoming Bike-Sharing Procurement for the Helsinki Metropolitan Area, also known as Greater Helsinki.
What is it about?
The current contracts governing the City Bike Systems in Helsinki, Espoo, and Vantaa are due to expire at the end of 2025. Therefore, the procurement of the subsequent system, effective from 2026, has become relevant. Common state of will for the next system is to cover the whole Greater Helsinki region. However, it is still unclear, how many municipalities are taking part after more accurate principles are clear. There should also be possibility for the municipalities to join the system later.
The process is coordinated by the Helsinki Regional Transport Authority, which is also responsible for most of the public transportation on the region. Cities in region differ on their area, population, and their population density as well as with their urban structure. Therefore, selected system should be flexible enough to fulfill diverse needs from different participators.
Anticipated Timeline
2024
Initiation of procurement coordination and securing preliminary commitments from cities/municipalities.
Definition of service areas and the system's scope within the participating cities.
Collection of preferences regarding system types and features
Development of the competitive tendering process
Engaging in dialogues with potential providers to address concerns, conduct price inquiries, and assess feasibility and reasonability.
Execution of the competitive tendering process
2025
Design of system environments and integration plans
Planning of product offerings
Submission of applications for bike station location permits within the cities
Commencement of system testing
2026
Continuation of system testing
Preparations for the launch of services, scheduled for April 2026
Participation Details
This procurement presents a significant opportunity to establish a comprehensive city bike system in Finland's capital region, building on the success of the preceding system in Helsinki and Espoo. Interested providers must demonstrate proven experience in successfully implementing city bike services. Additionally, they must comply with forthcoming regulations, including but not limited to:
Functional requirements (e.g., types of bikes and stations)
Non-functional requirements (e.g., system operations)
Technical specifications
Selection criteria will be further defined and will incorporate evaluations of both price and quality. At this juncture, preliminary cost estimates are crucial to aid municipalities in their decision-making processes regarding participation in the procurement. Detailed contract discussions and negotiations will ensue subsequently.
