The procurement of the works contract will include categories of landscape architecture works of green spaces, land development, demolition by explosion, removal of vegetation, sorting and removal/transport of debris, installation of urban furniture, construction of pedestrian paths and bicycle lanes, construction of structures for sports fields, and installation of play equipment.

The purpose of initiating the award procedure for the works contract is to sign a works contract with a specialized economic operator for the execution of works for the investment objective: "Urban Regeneration of the CET Zalău Area." The general objective is to reconvert and repurpose the degraded and unused land in the CET Zalău area, formerly occupied by the Zalău Thermal Power Plant, into an arranged and recreational space for the residents of Zalău municipality. The specific objectives of the project are:
- construction of pedestrian paths and vehicle and pedestrian access;
- landscaping (clearing degraded existing vegetation, land modeling, planting trees and shrubs, and sowing the area with grass);
- equipping with urban furniture (benches, trash bins, bike racks);
- enclosing the area;
- creating a lighting system;
- creating an irrigation system;
- creating a video surveillance system;
- establishing a data network (wireless access point);
- connecting the investment site to public utilities;
- creating recreational facilities in the arranged space (play, sports, and fitness equipment);
- installing toilets;
- mounting equipment for recreation.
The technical project and documentation propose the following categories of works:
− Demolition of the proposed buildings;
− Earthworks;
− Dismantling of the existing metal fence;
− Arranging a fitness area for teenagers and adults;
− Arranging a playground for children;
− In the area designated for children, synthetic rubber tiles will be installed;
− Arranging sports fields;
− Installing a pump track;
− Installing an underground waste collection platform;
− Constructing asphalt paths with curbs;
− Creating a running track from asphalt and a bicycle track;
− Arranging vehicle access;
− Installing benches;
− Installing a potable water fountain, made of stainless steel;

− Landscaping green spaces;
− Vegetation will consist of clusters of deciduous trees, large and small shrubs arranged so that they are decorative throughout the year;

− The extension includes 1 valve manhole and drain, 1 valve manhole, and 4 above-ground hydrants;

The land development works will be carried out in phases, according to the technical project and consist of demolition and removal of existing buildings, leveling the land and backfilling with topsoil, followed by planting native plant species. Concurrently, works will take place to construct the necessary infrastructure for a park (paths, potable water supply system, irrigation system, lighting system, toilet installation).
Wastewater from toilets will be collected by the internal PVC SN8 Dn160 sewer network and directed to the existing sewer system near the site, PVC Dn315, via a PVC Dn315 connection manhole. To drain rainwater from the site, a drain system will be designed, and the water collected from drains and fountains will be directed to the nearby rainwater sewer.
Furthermore, within the project, various species of trees, shrubs, and acclimatized native plants will be planted in the arranged area for decorative and protective functions.
