The Central IT Department of the Deutsche Bundesbank is to be supported by external specialists. The required personnel will be deployed in the Bundesbank under employee leasing (ANÜ). Thus, external professional know-how will be made accessible to the specialist departments. This contract shall also cover peak workloads. The external IT specialists will be integrated into the internal structures of the Bundesbank during their deployment. They take over and are responsible for tasks to the same extent as internal staff. The respective activities are listed in the corresponding profiles (see Documents B6_Annex_A_to_the_Employee_Leasing_Agreement_Specialist_and_Requirement_Profile (Lot 1-7)), but are not conclusively definable for the entire contract period. In the performance of tasks, the statutory regulations of the Bundesbank as well as the respective team requirements must be considered, which will be discussed with the respective IT specialist at the start of deployment. Product Support EBICS.
The subject of this lot is to strengthen the long-term and sustainable innovative capacity of the Bundesbank. The need here primarily exists in the overarching development and support of innovation management in general and specifically in advising on strategic questions in the context of innovations and generating knowledge about future trends and technologies, especially with relevance for central banks. Currently, the following fundamental needs and action areas arise. These may be further detailed as additional steps are taken. - Development of an innovation strategy including a steering methodology, always in coordination with the overall bank strategy. - Further development of internal processes and capabilities of innovation management including the identification of gaps in innovative capacity. - Establishment of meaningful success measurements (e.g., based on the Digital Maturity Model), to make the maturity level of digitization and the penetration of innovations assessable. - Consulting in the implementation of a permanent, systematic, and participatory process to track societal trends with strategic relevance for the Bundesbank and its core services as well as methodological support for in-depth cross-departmental scenario analyses. Consideration should be given to existing approaches or tools and their processes. - Scanning of innovation-driving trends and influences in various areas, such as digitization, demographic change, sustainability, and general challenges of the VUCA world or also based on PESTEL categories. - Building and further developing a vibrant ecosystem of partners to sustainably leverage the potentials of open source and integrate them into the Bundesbank's innovation work. - Conceptualization, planning, and execution of innovation workshops supported by the use of creative methods (e.g., creative micro and macro methods, innovation digging, visual facilitating, value proposition design, etc.), possibly supplemented by low-fidelity prototyping (e.g., through Lego Serious Play, paper prototyping, etc.), but above all also applied to overarching themes. The framework conditions of the workshops may vary by individual call-off: o Small, medium, or even large groups from different specialist areas or hierarchy levels of the bank. o Conducted remote, hybrid, or in person. o Workshop duration from 1/2 day to a planned series of workshops. - Support in linking internal innovation efforts with innovation governance in the ESCB and BISIH to secure the Bundesbank's position. IT Application Supervisor.
An important key to success for innovation and digitization is the support through communication measures and enabling participation, even outside of large projects. In addition to the established formats at the Bundesbank for conveying information in the context of digitization and innovation (e.g., “Digitization in Focus”, “Future Tech Talks”), active participation by employees should be enabled. The need includes the ideation, design, and implementation of participatory formats to actively accompany changes through digitization and innovation. This can involve marketing measures to generate attention. The focus is on such formats that allow experiencing digitization and innovation and thus enable active engagement and participation of employees. The consideration excludes the establishment of committee structures for steering or reporting. In this context, existing and new partnerships from the Bundesbank innovation ecosystem (e.g., TechQuartier, GovTech Campus Berlin, ...) should be specifically utilized and further expanded. Overall, this lot also aims to create multiplier effects that bring about profound cultural change and also promote efficient change management with respect to innovations. The following specific needs and action areas arise: - Development of demand-oriented, organization-wide campaigns for communication and employee activation derived from a stakeholder analysis. - Initiation of target group-specific measures to create transparency, e.g., via the intranet, the website, or presentations at events. The goal is to establish a communication that allows employees to independently inform themselves while simultaneously conserving resources in the innovation team. - Conceptualization/conducting of hackathons, thinkathons, and similar formats, e.g., for the innovative use of the data available at the Bundesbank or the ESCB through novel linking with innovative technologies. The focus of the formats may also be on the promoted application of agile working methods. - Organization of events (e.g., innovation safari, ...) focusing on innovation and digitization. - Building, establishing, and supporting knowledge-based communities for exchange and knowledge transfer across all specialist areas - this can be, for example, support for the already existing Data Science Community. - (Further) development of event formats where best practices or experiences from initiatives and projects can be specifically shared and discussed to learn as an overall organization. Cloud Engineering & Operations.
The mere generation of knowledge and derivation of insights on a theoretical basis is not sufficient for sustainable innovation efforts. The goal of the Bundesbank is to continuously improve decision-making regarding the use of new technologies or the implementation of digital solutions on existing technological components through functional technical prototypes. Ideas for exploration fields may come from the central departments or specialist offices, the innovation ecosystem, or external partners. All ideas should undergo an evaluation and prior low or high fidelity prototyping (e.g., through paper prototyping, wireframes, or mock-ups) before realization. This is intended to promote a culture of testing and experimenting. Development should take place in collaboration with InnoWerk, IT, and/or the specialist departments to ensure a seamless transfer of knowledge to the Bundesbank. Prototyping should technically substantiate potential, dependencies, prerequisites for integration, and also security-relevant aspects of a new technology. The development of the prototypes should follow the requirements of the respective user and can be implemented on-premise, in a hybrid manner, or in the public cloud. Meanwhile, the possibilities of the InnoWerk development environment (R&D) should be consistently expanded to broaden the toolbox of the innovation workshop. If necessary, support for the operation of the R&D environment will also be provided, at least until these tasks can be taken over by the Bundesbank itself. The creation of a prototype usually takes place in an agile setting (e.g., Scrum). Should the circumstances require, a classic approach may be chosen (in coordination). Basically, concepts anchored in the Bundesbank, such as DevSecOps, should already be considered and implemented in the prototyping phase. The duration of prototype development should not exceed three to six months, depending on individual complexity. Currently, the following needs and fields of action are known. As the innovation management develops, further needs or fields of action may arise. - Analysis of technological developments and identification of potential applications for key digitalization technologies, along with the development and derivation of measures for inclusion in the innovation strategy. - Market research on existing and future solutions or challenges and examination of the prerequisites for use within the Bundesbank's specialist departments. - Derivation of measures based on the innovation strategy and possibly the preparation of feasibility studies. - Support for prototyping in the sense of developing functional prototypes - e.g., by using extreme programming techniques or rapid development to create executable prototypes in a short time. This should quickly demonstrate implementation options to users or also highlight weaknesses in the design (e.g., in the context of 'fail fast'). - Development, testing, and implementation of subject-related application cases using new or not yet widely rolled-out technologies in the bank (e.g., various methods of artificial intelligence, low code, IoT, or DLT), including the use of open-source software/frameworks. As a first step, idea generation may also include collaboration with end-users and operators. - Development of new, innovative use cases and creation of a framework agreement with up to three contractors (economic participants) for lot: - Lot 3: Exploration and specifically testing innovative technologies in the form of prototyping or proof of concepts (PoC). The client expressly reserves the right to sign the framework agreement with fewer than three economic participants per lot if not enough suitable and/or qualified offers can be determined in the competition per lot. The allocation of individual orders per lot takes place based on a framework agreement according to § 21 Abs. 4 Nr. 1 of the Regulation on the Award of Public Contracts (VgV). LOT-0004 DBMS PostgreSQL. Promoting innovation also means, according to the efficient use of resources, being able to tackle small to medium challenges within the existing (regulated) Bundesbank infrastructure and offer "help for self-help." The specialist departments continuously face limited IT capacities with concrete problems in their daily work, which prevents even minor improvements from being implemented quickly enough. Valuable capacities are thus tied up for creating innovations, and testing and deploying new technologies is also hindered by daily operations. Specialist departments should evaluate defined and clearly closed work packages for feasibility within the current Deutsche Bundesbank infrastructure and be able to commission their implementation. Potential implementations should be user-centered and in line with the four defined digitalization principles, always considering sustainability aspects and within the framework of existing IT regulations. Specifically, the following service needs arise as of today: - In-depth analysis or process assessments to identify possible optimization potentials (e.g., automation, simplification, etc.) in terms of digitalization and user-focus. - Showing and advising on possible options for modernization or optimization considering technical feasibility within the framework of the infrastructure options defined by the Bundesbank. - Implementation of the concrete options in close coordination with the responsible IT units on existing IT infrastructure or platform components of the Deutsche Bundesbank. - Potentially establishing or modernizing existing interfaces. - Implementation or migration of individual, small applications (related to the number of users and limited to the availability of corresponding standard products) to the cloud as a starting help in selected specialist departments. - Identification of opportunities to roll out already developed solutions in other specialist departments. Thematic areas currently viewed as larger fields of action include data processing and visualization, individual work facilitation for the specialist departments in daily operations (IDV, smaller cloud migrations, Microsoft 365, etc.), the ongoing digitalization of document and information processing, and knowledge management. This enumeration of general fields of action is not exhaustive and may change throughout the term of the framework contract. 1. The subject of the lot is to support the Deutsche Bundesbank in implementing, sustaining, and empowering employees in the context of agility and agile working methods through qualified consulting and accompanying the specialist departments and their teams. The consulting and support services are always carried out in coordination with the agile setup team. This team is responsible for the overarching vision ("North Star") of agility as well as the applicable standards and methods within the Deutsche Bundesbank. Various target groups can be recipients of services for this lot: - Agile areas and projects whose organization is structured accordingly and require ongoing or ad-hoc support at the team level. - Teams transitioning from classical to agile working methods with knowledge transfer (internal aspiring agile coaches should ideally be trained through "Training-on-the-Job" concurrently, provided internal capacities allow). - Organizational units of the Bundesbank interested in "agile experience" can experience agile working, including agile leadership, for a defined period of up to three months. - Other departments and projects of the Bundesbank that require coaching support and guidance for teams by agile coaches, e.g., as Scrum Masters in teams. - Support for leaders (strategically and operationally) / project management / product managers / product owners in performing their roles in an agile context. The specific services (work packages) will be communicated to the framework agreement partners with the respective individual orders in writing via email at least two weeks before the start of the service. Lot 5: The sequence of individual orders follows the "rotation principle": In this process, for each new requirement, the subsequent bidder in the rotation order will be commissioned. The order is derived from the placement according to the award criteria. After the completion of an individual order, the next contractor in the established rotation order receives the following order. A specification of the required services is made for each call, if necessary. Basic technical framework conditions as well as required knowledge and experience of the tools, frameworks, and methods used are also presented in the profile descriptions. Due to the partly technologically dynamic environment of the advertised services, a replacement of individual elements cannot be excluded. Necessary clarifications of technical requirements will therefore be made in the respective individual calls. The specifications for certain technologies, frameworks, and methods concern those elements currently in use or already planned. The contractor is obliged, within the limits of contractual feasibility and reasonableness, to offer support services for new technologies, frameworks, and methods throughout the entire contract period. For this purpose, the requirement is divided into seven different lots.
