The "Southwest Cluster Cooperation", consisting of six cooperation partners, intends to award a contract for hosting, operation, and further development of a municipal data platform according to the attached documents. The cooperation partners include the Eifelkreis Bitburg-Prüm, the city of Kaiserslautern, the district of Kusel, the city of Linz am Rhein, the municipality of Linz am Rhein, the district of Mayen-Koblenz, and the district of St. Wendel. The goal of the alliance and the joint procurement is to pool resources and ensure the ongoing operation of an Urban Data Platform. This tender is carried out by the district of St. Wendel as the leading partner.

Managed Kubernetes Hosting.
Lot 1 concerns the hosting services for the infrastructural operation of the Smart City Data Platform as a multi-tenant Urban Data Platform. Our goal is to minimize dependencies on non-standardized infrastructure and pursue a cloud-agnostic strategy. Therefore, cloud-specific software functions such as Platform-as-a-Service (PaaS), Database-as-a-Service (DBaaS), or Function-as-a-Service (FaaS) must be fundamentally avoided. A central goal is the easy migration between cloud providers. Therefore, the hosting is based on widely used (pseudo) standards so that the client can switch to another hosting environment with minimal effort ("Cloud Agnosticism"), provided the following requirements are met. To avoid cloud lock-in, the use of proprietary cloud products is expressly not desired. The provision of hosting services is based on an EVB-IT Cloud contract as a framework agreement with a maximum duration until December 31, 2027. The initial contract duration is one year. Unless the client terminates the contract in writing three months before the end of a calendar year, it will automatically extend for another year. The total contract volume for Lot 1 is limited to EUR 218,700.00 (net). In principle, the client reserves the right to reduce or increase the acceptance quantities as needed by booking additional services during the contract period (options). There is no obligation for the client to call off services.

DevOps and Agile Further Development of the Inter-Municipal Data Platform.
The contractor of this Lot 2 is responsible for the comprehensive management of the Development Operations (DevOps) of the Urban Data Platform. The contractor is responsible for installing, configuring, operating, and agilely developing the platform on the hosting infrastructure provided by Lot 1, implementing use cases, and realizing integrations. This includes taking over existing data from the sandbox phase as well as regular implementation and updating of the platform in the staging and production environment. The provision of Development Operations services is based on an EVB-IT System contract as a framework agreement with a maximum duration until December 31, 2027. The initial contract duration is one year. Unless the client terminates the contract in writing three months before the end of a calendar year, it will automatically extend for another year. The total contract volume for Lot 2 is limited to EUR 1,425,600.00 (net). In principle, the client reserves the right to reduce or increase the acceptance quantities as needed. There is no obligation for the client to call off services. The individual tasks and responsibilities of the contractor for this Lot 2 result from the following descriptions in the service description.
