Description:
The project aims to implement a comprehensive intelligent ecosystem utilizing 5G networks and C-ITS services to regulate access to the historical center of Brno, enabling dynamic management of urban zone access based on traffic conditions and other criteria.

The fulfillment of the public contract is co-financed through the 2nd call – Demonstrative application of the 5G network ecosystem for smart cities, municipalities, and regions announced under the component of the National Recovery Plan 1.4 Digital Economy and Society, innovative start-ups, and new technologies. Specifically, it concerns a project entitled: “Utilization of 5G Network for New C-ITS Service for Regulating Access to the Historical Center of Brno”

Project registration number: CZ.31.6.0/0.0/0.0/23_087/0008902 (hereinafter also referred to as “Project 5G-Stage2”).

The purpose of this above-threshold public contract is to achieve the defined goals and activities of Project 5G-Stage2 through the delivery of a technical solution, in the form of a comprehensive intelligent ecosystem for regulating access to the historical center of Brno based on 5G networks and C-ITS services.

The fulfillment of the public contract is based on the activities of Project 5G-Stage2. The main goal of the project implementation is to deploy another (new) C-ITS service for regulating access to the historical center of Brno (hereinafter referred to as “Area Access Management”).

The C-ITS service “Area Access Management” will generally be intended for managing access to defined urban zones. In predefined zones of the city, the conditions for entering the area can be dynamically adjusted based on the state of the traffic network in other parts of the city, based on the time of day, and other criteria. This way, appropriately equipped vehicles (with a C-ITS vehicle unit) can directly control the access infrastructure – in this project, the columns of the Automatic Access Control System (AZS), without the need for remote intervention by the central dispatching service. Information about access conditions to the area (e.g., type of vehicle) and the geographical delineation of the area is sent to C-ITS equipped vehicles, allowing drivers to choose the optimal route of travel.

Part of the subject of the public contract is the delivery of RSU units (Road Side Unit) with the implemented service of Area Access Management, cooperating with the existing C-ITS back office via a defined interface. An integral part of the subject of the public contract is the renewal of existing AZS columns and the implementation of RSU units onto these AZS columns at 13 locations in the historical center of the city of Brno, as well as the corresponding equipping of one test vehicle with an OBU unit (On Board Unit) and appropriate software demonstrating the use of this service. In addition to the existing range of C-ITS services, vehicles will now be able to use the same unit for access to traffic-regulated areas.

The main components of the subject of the public contract, or the application solution, include:
● Preparation – modernization of the Automatic Access Control System (AZS) to utilize C-ITS and 5G technology.
● Purchase of C-ITS technological elements with 5G (RSU and OBU units).
● Installation and commissioning of RSU C-ITS units with 5G on AZS columns at 13 locations in the historical center of the city of Brno.
● Software equipment for RSU units – deployment of a service compatible and communicating with the C-ITS back-office (BO) via a defined interface.
● Integration, configuration, and commissioning of the application solution.
● Ensuring compliance of the application solution with the relevant standards and directives, including initial electrical inspection.

Individual components within the requested delivery of the 5G application are closely interconnected and require a high level of mutual compatibility. Therefore, in this public contract, the contracting authority requires the delivery of a complex functional ecosystem of technologies, supporting services, and high-performance 5G connectivity that will meet the needs of the approved project proposal and the requirements of the contracting authority formulated in the form of technical specifications for fulfillment and minimum technical and functional requirements. The integration of the delivery of technologies, services, and connectivity aims to prevent or mitigate functional and integration risks that could arise from the separate delivery of individual components.

Also part of the subject of fulfillment of the public contract is comprehensive technical support for the solution during the quality warranty period. The subject of the public contract is detailed in the appendices of the procurement documentation, especially in Annex No. 4 of the procurement documentation.
