The tender concerns two lots: one contract (lot 1) and one framework agreement (lot 2). Lot 1 includes standard software products, including end-user software, additional purchases, and maintenance of the state's existing portfolio of Microsoft software. Lot 1 has a duration of five years. Lot 2 includes new procurement of Cloud Platform Services, including IaaS and PaaS solutions, where the need is not covered by the state's existing portfolio in lot 1. Lot 2 has a duration of four years. Lot 1 is a retender. Lot 2 has not previously been subject to a tender and thus involves the establishment of a new agreement for the state. The lots are entered into by the Agency for Modernisation on behalf of the Danish state, and the agreement is used by state institutions, for which circular no. 9474 of June 13, 2023, on procurement in the state is applicable.

Standard software products and maintenance of and additional purchases for the state's Microsoft products.
The contract includes the delivery of licenses and maintenance of software products for the state in the form of standard software (Commercially available off-the-shelf (COTS). The software products cover licenses and maintenance within the following categories: Application Infrastructure and Middleware, Application Development, Customer Experience and Relationship Management (CRM), Enterprise Resource Planning (ERP), Supply Chain Management (SCM), Project and Portfolio Management, Email and Authoring, Content Services, IT Operations, Operating Systems, Storage Management, Virtualization Infrastructure, Security, Data Management, Generative AI Apps, Analytics and Business Intelligence, Collaboration Application Software as well as selected suites of end-user software with functionality across these categories. The number of end-users is approximately 100,000. The contract further includes the delivery of maintenance of and additional purchases for the state's Microsoft products. The state's Microsoft products consist of the existing portfolio of perpetual licenses for Microsoft products, which are described in detail in the procurement material. The contract involves an initial purchase. The initial purchase is regulated during the contract period by a contractual clause, which includes specific regulation of the ongoing uptake of the initial purchase after year 1. Furthermore, it is possible to make ongoing orders during the contract period. Detailed specifications are provided in the procurement material.

Cloud Platform Services.
The framework agreement concerns the procurement of Cloud Platform Services. The Cloud Platform Services must be offered within three different Cloud Platforms and within the following specified overarching product categories: AI and machine learning, Analytics, Application integration, Compute, Containers, Databases, Developer tools, IoT, Management and governance, Migration, Miscellaneous, Networking and content delivery, Security, and Storage. The product categories are further specified in underlying categories, and the specifications for the individual subcategories are provided.
