The subject of the contract is the implementation of a platform that will be used by the Ministry of Foreign Affairs to support addressing misinformation. The platform will aggregate content from social media, the internet, and the systems of the project "Global Media Center - GMC" and will provide tools to assist in identifying misinformation phenomena. Overall, the platform will support the following:
• data collection (aggregation), including electronic media (web, blogs) and social media, and their thematic categorization (tagging & archiving). The main data source will be the GMC project systems, and direct data retrieval refers to data that cannot be obtained from these systems.
• Categorization of the collected content based on specific themes and keywords (tagging) in a digital repository and the ability to search using multiple criteria.
• Storage of content under review as well as content that has already been examined within the platform, ensuring easy retrieval through the combination of multiple criteria (filters).
• support for collaboration among different users and different services of the Ministry through a unified collaborative platform with the ability to exchange messages and comment on the content.
• Artificial intelligence tools:
o Detection of altered or synthetically produced multimedia content (deepfakes) in the form of images, videos, or audio.
o Automatic assessment of location (Geolocation) based on image or video.
o Image analysis and reverse search capability to identify prior usage.
o Identification of claims in text and cross-referencing them with already verified claims through connectivity with repositories of verified misinformation phenomena.
o Functionality for automatic speech-to-text conversion for further verification and processing.
o Trend detection capabilities based on aggregated data (news and content from social media) that automatically enter the system in predefined themes, allowing users to identify and analyze emerging trends in real-time.
o Topic detection capabilities and automatic grouping of content (tweets, articles, posts, etc.), allowing the user for further analysis.
o Mapping the propagation path of news/content (propagation graphs).
o Community detection for the dissemination of content on social media.
o Automatic report creation based on the data resulting from the identification of misinformation phenomena.
o Detection of automated accounts (bots) on social media.
o Automatic translation of texts.
• publishing - issuance and distribution of content across multiple channels such as Web, RSS, Podcasting, Email, Social Media Accounts, Mobile, tablets, Digital signage, and print format.
The system will be hosted on equipment whose procurement will take place within the framework of the Project. Specifically, the procurement and installation of central equipment is requested, including scaffolding where the servers will be installed and the necessary operational software.
