The subject of the contract is the creation of a dynamic purchasing system to ensure the services of designers for engineering construction. The scope of the public procurement – main CPV code: 71242000-6 Preparation of projects and designs, cost estimation 71244000-0 Cost calculation, cost monitoring 71300000-1 Engineering services 71320000-7 Engineering design.

The subject of partial contracts will be the realization of: - preparing and discussing all levels of project documentation with all concerned parties in accordance with Act No. 25/2025 Coll. Construction Act and the amendment and supplementation of certain acts (Construction Act) as amended (hereinafter referred to as the "Construction Act") with reference to the transitional provisions § 84 of the Construction Act also according to Act No. 50/1976 Coll. on Territorial Planning and Construction Code (Construction Act) in the wording effective until 31.03.2025, - preparing project documentation for the decision of the building authority and for providing technical and economic consultancy regarding the structures of engineering construction, - ensuring the services of so-called "professionals" (i.e., experts in individual fields, such as surveyor, dendrologist, geologist, hydrologist, structural designer, electrical installations, plumbing and gas installations, traffic engineer, etc. so that complete project documentation meets the standards according to the law, - preparing the bill of quantities with a detailed budget usable for public procurement; processing the bill of quantities and project documentation for the selection of a contractor (or service provider) which must be processed in accordance with § 42 of the Public Procurement Act, i.e. if it refers to a specific product, it is necessary that the parameters of these products be described in minimum and maximum technical standards so that it is possible to assess equivalent solutions, - ensuring so-called "engineering" throughout the entire process from the beginning of the preparation of the project documentation until the completion of the construction; engineering primarily involves communication and representation before all concerned persons and public administration authorities whose decision-making and other (opinions, impact assessments, etc.) activities interfere with the preparation of project documentation and obtaining a favorable decision in the territorial and construction proceedings, possibly in a combined territorial and construction proceedings (especially construction permit) or in the proceedings on the building intention or notifications of construction and building modifications. - ensuring professional author's supervision (PAS) during the implementation of the construction until its completion, - providing comprehensive services and related technical advice.
