1. The subject of the order is the delivery along with installation and preparation of project documentation for the comprehensive execution of the investment task titled "Air Protection in the Municipality of Żychlin through the Implementation of Renewable Energy Sources in Residential Buildings – Stage III." The task involves designing and carrying out the delivery, installation, and commissioning of the following systems:
− Photovoltaic systems: 90 units.
− Solar collector systems: 39 units.
− Pellet boilers: 30 units.
with parameters indicated in the summary starting on page 2 of the Functional-Utility Program (PFU), which is an attachment to the SWZ. The subject installations will produce thermal energy or electrical energy for the building for which they will be installed.
The implemented solutions must promote environmental technologies conducive to a circular economy by being recyclable. The installations must not consist of or contain materials that emit harmful substances into the air, water, or soil. During the execution of construction/installation work, the use of construction tools and machines utilizing energy from RES (equipment such as: screwdrivers, angle grinders, welding machines, forklifts, etc. powered electrically and/or equipped with electric batteries that will be charged with electricity from RES such as photovoltaics or biogas) is required. Existing vegetation will be preserved – no interference in green areas, tree or shrub cutting, etc. is planned.
The contractor will submit the following to the contracting authority as part of the investment task:
− Architectural-construction design, if required by law,
− Technical design,
− As-built design.
The documentation must be printed on ecological paper, produced from legally sourced wood, obtained in a sustainable manner, meeting the conditions of at least one of the mentioned certifications PEFC Certified, PEFC Recycled, FSC 100%, FSC Mix, FSC Recycled, EU Ecolabel or another equivalent certificate, i.e., a document issued by an organization independent of the contractor, authorized to issue such documents in the country of origin of the raw material and confirming the same conditions as specified in the certifications mentioned above, which will be confirmed by an appropriate declaration and documents submitted at the stage of preparation of the documentation.
The subject of the order has been divided into 3 parts:
Part 1: Delivery and installation of photovoltaic systems for private residential buildings: design of the installation, delivery of devices and installation components, conducting on-site installation along with accompanying infrastructure, EMS energy management system, and connection to the internal electrical installation and commissioning of the installation and user training – a total of 90 sets of installations. For part of the installations, the design, delivery, and installation of energy storage systems are planned.
Part 2: Delivery and installation of solar collector systems for private residential buildings: design of the installation, delivery of devices and installation components, conducting on-site installation along with commissioning and user training - a total of 39 sets of installations.
Part 3: Delivery and installation of pellet boilers for private residential buildings: design of the installation, delivery of devices and installation components, conducting on-site installation along with commissioning and user training - a total of 30 sets of installations. For part of the installations, the design, delivery, and installation of storage water heaters are planned.

This system is designed to manage electrical energy from the PV installations. It will be based on a self-learning algorithm that recognizes situations of energy delivery to the grid from the PV installations and responds to overproduction by engaging additional loads in the facility. The system will have the capability to: measure energy consumption and injection into the power grid, connect loads in the facility that can be engaged in case of overproduction for energy consumption in the facility, block energy outflow to the power grid. Self-learning algorithms, also known as machine learning algorithms, will significantly support the operation of the photovoltaic installation in a private home in several key areas: - Energy Production Forecasting: The algorithm can analyze historical weather data and current forecasts to predict the amount of energy that the photovoltaic panels will be able to generate on a given day or week. - Monitoring and Fault Detection: The algorithm can monitor the performance of each panel and detect abnormalities, such as power drops, that may indicate the need for maintenance or repair. - Energy Storage Optimization: In the case of homes with energy storage, the self-learning algorithm predicts when it is best to charge and discharge the batteries based on expected energy demand and solar energy production. - Energy Consumption Optimization: Working with an intelligent home management system, the algorithm can learn the patterns of energy consumption of the residents and propose solutions to minimize energy consumption when production is low.
