The subject of this public procurement is the supply of selected components to fulfill the goals of the contracting authority, with this tender documentation regulating the supply of selected components only for the Liberec region – that is, for the regional educational centers of the Labor Office of the Czech Republic – regional office in Liberec. Based on the principles of the establishment, realization, sustainability, and permanence of existence of (regional) educational centers, there is a need to purchase appropriate, modern, and technical (computer) equipment, not according to specifications for ordinary and administrative activities, but rather for interactive and online connections, for relevant work with, for example, graphic programs and for adequate (not technologically cutting-edge, but proportionally appropriate) hardware equipment, enabling the contracting authority to ensure and provide respective services, for example, for the continuous transmission of audiovisual messages to the end user, processing and producing spots, video programs, and their broadcasting, including editing. The contracting authority will initiate a total of 14 procurement procedures for individual regional offices of the Labor Office of the Czech Republic, with each of these procedures being divided into further parts according to categories of components. The main goal of the contracting authority is to ensure mutual technical compatibility of the same categories of components among all regional educational centers across individual regions. Related to this is the contracting authority's requirement for open-source software for individual components, where such a solution is relevant.
a) The subject of the completion will also be comprehensive training lasting 4 hours provided once at the place of completion. The contracting authority requires that the training includes in particular (note: the content of the training may vary depending on which part of the public procurement the supplier is offering for):
- operation of the broadcast studio – working with cameras, sound technology, recording, and online broadcasts.
- management of the video conferencing system – switching shots, managing microphones, and connecting participants.
- administration of the WiFi network – managing SSID, VLAN, access control, QoS.
- diagnostics and resolving common issues – troubleshooting, restarting systems, managing user accounts.
- delivery of manuals in the Czech language – each training participant will receive detailed user manuals for all installed devices in Czech. The manuals will contain:
o detailed descriptions of the features and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and contact information for support.
b) The contracting authority requires that the selected suppliers for individual parts of the public procurement ensure the complete installation and commissioning of the technological equipment, including SW connections across all 76 educational centers, namely 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure the complete assembly and connection of all components in accordance with the contracting authority's methodology, ensuring full compatibility of all devices and their appropriate functionality for educational, training, and retraining purposes. The specific requirements of the contracting authority for installation are as follows:
- Equipment for interactive education, online broadcasts, and hybrid forms of teaching enabling the connection of educational centers,
- Video conferencing system – including cameras with 360° imaging, spatial microphones, and sound equipment,
- WiFi router with 5G support – ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Wiring for connecting all devices, including organization and securing of cables,
- Interactive audiovisual connection between educational centers – online transmission of training, recording and sharing of educational materials.
c) The subject of completion for relevant parts according to the minimum requirements of the technical specification will also be the installation of wiring and network infrastructure to the extent required for individual products. The installation of wiring should include, in particular:
- supply and installation of wiring for all devices,
- connection of all network elements to the electrical and data infrastructure,
- arrangement and fastening of cables including the installation of cable organizers and ducts,
- testing and verification of connections,
- providing documentation of the actual state including at least:
o a list and types of cables used (type, length, number of pieces, connection specifications).
o a map and diagram of the connection of devices marked with cable routes.
o configuration data for the network infrastructure.
o handover protocol confirming the correctness of the installation.
Based on a risk assessment conducted by the MPSV, the contracting authority establishes, in accordance with § 37 paragraph 1 letter b) and § 89 ZZVZ, a list of manufacturers whose products are inadmissible for fulfilling this public procurement as one of the technical conditions for performance. These include: Huawei, ZTE Technologies, Motorola, OnePlus, Xiaomi, Oppo, Vivo, RealMe, TCL, Meizu, Honor, UMIDIGI, oogee, LeEco, YotaPhone, Infinix, Tecno Mobile, Cubot, Zopo Mobil. In this context, the contracting authority warns that if a supplier participating in the procurement procedure offers a performance that, despite the explicit prohibition stated in this tender documentation, contains products of the mentioned manufacturers, the supplier will be excluded from the procurement procedure for non-compliance with the procurement conditions (referring to § 48 paragraph 2 letter a) ZZVZ).
