Description:
Expressions of interest are invited for a framework agreement for the provision of specialist services relating to the development of renewable energy projects, including planning, environmental assessment, and support services.

Expressions of interest are invited from suitably qualified Applicants interested in being considered for Renewable Energy Development Planning and EIA Professional Services Framework. The Contracting Entity wishes to put a framework agreement in place with a number of service providers for the provision of Renewable Energy Development Planning and EIA Professional Services relating to the development of a number of projects over the lifetime of the Framework. It is proposed that the Framework agreement is in place for a period of 4 years with the option to extend up to 8 years. Provision of specialist services to the Contracting Entity as required for the development of Renewable Energy projects in relation to all Planning and Environmental related matters, including but not limited to the following: • Pre-planning • Planning Application • Environmental Assessment/Appropriate Assessment • Application Monitoring • Further Information • Planning Appeals As the scale of the potential projects is unknown at this stage the planning process may be directed to the relevant county council or directly to An Bord Pleanála utilising the Strategic Infrastructure Development process. The Environmental Impact Assessment should include but not be limited to the following specialist services: • Population and Human Health • Air Quality • Climate • Noise and Vibration • Shadow Flicker • Biodiversity • Ornithology • Hydrology, Hydrogeology and Water Quality • Land, Soils, Geology, Geotechnics and Ground Stability • Archaeological, Architectural and Cultural Heritage • Landscape and Visual Impact Assessment (including production of Photomontages) • Material Assets including Traffic and Transportation, Aviation, Telecommunications and Electromagnetic Interference • Major Accidents and Natural Disasters • Interactions • Matrix of Mitigation; and • All relevant associated appendices including Decommissioning Plan, Construction and Environmental Management Plan, Peat Stability Risk Assessment, Peat and Spoil Management Plan, Biodiversity Management Plans, amongst others. The specialist services should also include Planning services, Appropriate Assessment and Nature Impact Assessment (where required) in addition to support services such as Geographical Information Systems (GIS) and Computer Aided Design (CAD)
