Krankenhaus Landkreis Freudenstadt gGmbH ("KLF") is owned by the district of Freudenstadt (Baden-Württemberg). KLF is the central health care provider for the people in the district of Freudenstadt. KLF has submitted various digitisation projects for funding as part of the "Future Programme for Hospitals" in accordance with the Hospital Future Act ("KHZG"). In order to meet the complex requirements of fundamental digitalization and the Hospital Future Act (KHZG) in a value-adding and sustainable way, KLF intends to procure and implement a patient portal in order to be able to implement and offer digital admission management, digital treatment management as well as digital discharge and transfer management within the meaning of Section 19 (1) sentence 1 no. 2 KHSFV. The competition announced with this announcement relates to digital admission and treatment management. The procurement of digital dismissal and transition management is envisaged as part of a separate procurement procedure.

Introduction of a patient portal (admission and treatment management) for the hospitals in the district of Freudenstadt.
The aim of this tender is the procurement, implementation and maintenance of a patient portal within the meaning of KHZG funding fact 2 (§ 19 para. 1 sentence 1 no. 2 KHSFV). The patient portal is intended to digitize the processes of admission and treatment management and optimize them for both the hospital and the patients. This is intended to reduce the communication effort and improve the exchange of information. To achieve this, it is imperative to implement the patient portal as an integrative solution with existing systems and subsystems. To ensure interoperability, the use of internationally recognised technical, syntactic and semantic standards is essential. The patient portal essentially provides the following functions: - Unified and secure authentication mechanism and onboarding process - Account management - Role/rights concept - File upload and download - Interface functions - Backend for internal use - Connection of smart devices and medical technology - IT security In addition, the patient portal ensures that other digital value-added applications (including telemedicine applications) are integrated and patients. KLF is currently using Dedalus' Orbis hospital information system. User-centricity or user-orientation is one of the most important principles of user experience, usability and user-centered design. The core of user-centricity is to design products and processes according to the needs of the actual users, i.e. to put the user at the center of all considerations. In addition, the patient portal is able to map the corporate identity of the client. The operation of the patient portal is to be carried out as a managed service. Under this operating model, the Contractor shall provide and operate the hardware required for operation in full under the Service Agreement in order to ensure the full operation of the Patient Portal. The hardware will be installed in KLF's data center. Essential service components of the operating model are: - Delivery and installation of the hardware - Patch management for the hardware - Delivery and installation of all necessary licenses (such as operating system, database, etc.) - Patch management for all software components of the system to be offered, including the operating system and databases - Execution and control of the backup - Ensuring disaster recovery - Service management for the complete Installation, incl. all hardware and software components - Administration and operation of all components for the patient portal - Integration into the existing IT security architecture Further details can be found in the tender documents that will be issued after the end of the competition.
