This investment project of the municipality of Miercurea-Ciuc aligns with the objectives of the PMUD Miercurea Ciuc 2016-2025, financed through investments from European funds via the PNRR I.1 – Sustainable urban mobility investment, operation I.1.2 - Ensuring infrastructure for green transport – ITS, eligible activities fall under code 076 - digitization of urban transport - intelligent transport systems (ITS). According to the European programming documents, the development of urban mobility must become much less dependent on car usage by shifting the focus from mobility primarily based on cars to mobility based on walking, using bicycles as a means of travel, utilizing high-quality and efficient public transport, and reducing car usage in parallel with using non-polluting vehicles.
Through the development of an intelligent and efficient traffic management system, as well as through modernizing/integrating the current monitoring sites in the city, an effective tool for collecting data, documenting, storing, and supporting the actions of the Romanian Police and the Local Police of Miercurea-Ciuc will be established.
In this regard, through the activities/measures supported within the defined objectives, the main goal will be to improve intelligent traffic management solutions based on metadata to combat congestion and pollution on the streets, decarbonization and improvement of the public transportation sector, associated with urban mobility solutions as a public service, improving logistics routes and freight transport, and extending and modernizing the physical road infrastructure based on metadata, road connectivity projects.
The objective of the project is to implement an ITS traffic system (STI), focusing especially on improving traffic flow and safety on urban roads through adaptive controls and analyses. The introduction of traffic monitoring with the help of video cameras will lead to achieving these objectives. The video traffic monitoring system is closed-circuit, with the monitored areas being visualized in a control center located at the Local Police headquarters. This objective will be achieved through the procurement of equipment including design and execution of installation works, establishment of power supply and cabling, as well as installation and configuration of the system for the Development of intelligent traffic management systems, through equipping the control center and implementing the traffic video monitoring system.
Through the implementation of the traffic management system, the Municipality of Miercurea Ciuc aims to achieve the following general objectives:
1. Improving city security
2. Ensuring public and road safety
3. Monitoring and managing traffic
4. Protecting the public domain
5. Transparency and supervision
In accordance with the provisions of Art.160 para. (1) and (2) of Law 98/2016 with subsequent amendments, the Contracting Authority will respond to requests for clarifications/information on the 11th day before the deadline for submitting bids. The deadline until which any interested economic operator may request clarifications or additional information regarding the award documentation is 19 days before the deadline for submitting bids.

The contracting authority is the Municipality of Miercurea-Ciuc, beneficiary of the financing contract through investments from European funds via PNRR/2022/C10 - I.1.2 - Ensuring infrastructure for green transport – Green urban mobility, operation I.1.2 - Ensuring infrastructure for green transport – ITS, eligible activities fall under code 076 - digitization of urban transport - intelligent transport systems (ITS).

The award documentation refers to the procurement of:
- supply and implementation of a traffic management system, which consists of the following components:
1. INFORMATION MANAGEMENT AND VISUALIZATION SYSTEM LPR,
2. MANAGEMENT AND VIDEO MONITORING SYSTEM,
3. DISPATCH EQUIPMENT,
4. AUXILIARY EQUIPMENT;
- design and execution of installation works, putting into operation of all elements and implementation of the system, including technical assistance from the designer during the execution of works for the traffic management system;
- guarantee services and technical assistance services according to the needs mentioned in this Specifications.
