in lot 1, a bicycle sharing provider is supported to make bicycle sharing possible as part of the network logic of Flemish public transport, as stipulated in the Basic Accessibility Decree and concretized in the Public Transport Plan (OV-plan) of the Leuven Transport Region. Public transport is divided into different layers, with bicycle sharing systems being part of the Vervoer op Maat (VoM).
The VoM shared bicycles are placed at Hoppin points and form a link in the combined mobility of the Flemish public transport system. The locations of the shared bicycles are therefore mainly based on this network structure and are determined on the basis of the public transport plan. The locations as provided for in the public transport plan are included in Appendix C. The competent road authority is responsible for the design and layout of the Hoppin point or the bicycle sharing location, with parking spaces for the VoM shared bicycles. The final locations of these VoM shared bicycles were determined by the Leuven Transport Region Council (financed from the Flemish VoM budget for the shared bicycles).
It is the ambition of the Leuven Transport Region to integrate the VoM shared bicycles as much as possible within both physical and digital combimobility and to connect them to the Flemish Hoppin power station once it is operational. The VoM shared bikes are a communicative part of the Hoppin label.

Within this required variant, the bike-sharing provider is free to choose the number of shared bicycles that are placed per Hoppin point from the VoM memorandum (Appendix C). This involves asking about the minimum number of shared bicycles per location that, according to the provider, are necessary for a profitable and well-functioning shared bicycle system in the Leuven Transport Region.
