Description:
Supply of modern technical equipment and training for regional educational centers of the Labor Office in the Central Bohemian Region to enhance interactive and online educational capabilities.

The subject of this public contract is the supply of selected components to meet the goals of the contracting authority, whereby this procurement documentation governs the supply of selected components only for the Central Bohemian Region - specifically for the regional educational centers of the Labor Office of the Czech Republic - regional branch in Příbram. Based on the principles of creation, implementation, sustainability, and permanence (of regional) educational centers, it is necessary to purchase appropriate, modern, and technical (computer) equipment, not according to specifications for ordinary and administrative activities, but rather for interactive and online connections, for adequate work with graphic programs, and for appropriate (not technologically top-tier, but proportionally adequate) hardware equipment, by which the contracting authority will be able to ensure and provide appropriate services, e.g., for continuous transmission of audiovisual communication to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The contracting authority will initiate a total of 14 procurement procedures for individual regional branches of the Labor Office of the Czech Republic, with each of these procedures divided into further parts based on categories of components. The main goal of the contracting authority is to ensure mutual technical compatibility of the same categories of components between all regional educational centers across individual regions. This is connected with the contracting authority's requirement for open-source software for individual components where such a solution is relevant.
a) The subject of performance will also include comprehensive training with a duration of 4 hours, provided once at the place of performance. The contracting authority requires that the training content primarily includes (note: the training content may differ depending on which part of the public contract the supplier is bidding for):
- Operation of a broadcast studio - working with cameras, sound equipment, recording, and online transmissions.
- Management of video conferencing systems - switching shots, managing microphones, and connecting participants.
- Administration of the WiFi network - managing SSID, VLAN, access control, QoS.
- Diagnosis and resolution of common issues - troubleshooting, restarting systems, managing user accounts.
- Delivery of manuals in the Czech language - each training participant will receive detailed user manuals for all installed devices in the Czech language. The manuals will include:
o detailed description of the functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The contracting authority requires that selected suppliers of individual parts of the public contract ensure complete installation and commissioning of the technological equipment, including SW connections of all 76 educational centers, namely 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure the complete assembly and connection of all components in accordance with the contracting authority's methodology, ensuring full compatibility of all devices and their corresponding functionality for educational purposes, training, and retraining.
The specific requirements of the contracting authority for installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, enabling connection of educational centers,
- Video conferencing system - including cameras with 360° imaging, spatial microphones, and sound equipment,
- WiFi router with 5G support - ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Installation cabling - connecting all devices including organization and securing of cables,
- Interactive audiovisual connection between educational centers - online transmissions of training, recording, and sharing of educational materials.
c) The subject of performance for relevant parts according to minimum requirements of technical specifications will also include the installation of wiring and network infrastructure to the extent required by each product. The installation of cabling should include especially:
- supply and installation of cabling for all devices,
- connection of all network elements to the electrical network and data infrastructure,
- organization and securing of cables including installation of cable organizers and trays,
- testing and verification of connections,
- provision of documentation of the actual state including at least:
o a list and types of cabling used (type, length, number of pieces, wiring specifications).
o a map and diagram of device connections marked with cable routes.
o configuration data for the network infrastructure.
o a handover protocol confirming the correctness of the installation.
