UVDB Powered by Achilles is a platform that enables subscribing utility entities to select qualified suppliers for regulated procurement of goods, works, and services, promoting compliance, inclusivity, and transparency in the UK utilities market.
UVDB Powered by Achilles is a Qualifying Utilities Dynamic Market within the meaning of Section 34 to 40 of the Procurement Act 2023 which allows subscribing utilities to select suppliers for invitation to tender or negotiation and is operated by Achilles Information Ltd for Goods, Works & Services. The UVDB provides a common system for subscribing utility entities to select suppliers for invitation to participate in regulated procurement procedures. The utility entities which subscribe to the scheme are given at the following URL: https://www.achilles.com/uvdb/. UVDB is a community-driven compliant commercial tool designed for regulated utilities in the UK and the wider UK utilities market which provide a list of qualified suppliers that are eligible to participate in future procurements. It is a collaborative environment where utilities companies and suppliers work together to ensure high standards and compliance with legislative requirements. With an independent chair and equal representation across all utilities, UVDB promotes inclusivity and transparency, making it a trusted platform for both large enterprises and SMEs alike. UVDB may also be used in the compilation of tender lists below the UK thresholds. The subscribing utility entities may alternatively make separate calls for competition in FTS for certain individual requirements. The UVDB is based on a coding system for works, supplies and services against which suppliers are registered on the system.
