Description:
The project involves constructing a new bus depot in Stalowa Wola, which includes various facilities such as service and administrative buildings, parking areas, and necessary technical installations, along with the responsibility for project documentation and obtaining permits.

1. The subject of the order is the construction of a new bus depot in Stalowa Wola. 2. As part of this investment, the following should be designed and built: - a station service building (i.e. a repair hall building with a washing area and technical equipment) for buses along with social facilities for technical staff, - an administrative building, - a hardened maneuvering area, - 2 bus shelters - a total of 46 positions (including 2 with chargers with a power of 2x80 kW each for electric buses) with the possibility of expanding to 40 fast charging positions in the near future - bringing power to install the remaining prospective chargers with adequate connection power from the main supply), - a shelter for hazardous and technological waste, - a boiler building for heating oil, - an underground tank for heating oil with a capacity of at least 20m3, - 2 underground tanks for rainwater with a capacity of up to 10m3 (for economic purposes - watering plants), - fencing of the depot area along with automatic gates and barriers at the main entrance to the depot and at the exit, - parking (for 60 spots) for passenger cars for depot staff as well as spaces for two-wheelers, - arranged greenery, - internal installations - electricity (including low-current: telecommunications, monitoring, alarm, internal fire alarm system), water and sewage, heating, ventilation, PV 150kW (the placement of panels, i.e. installation, direction and angle of inclination, must be done in a way that allows for optimal use of the generated energy for the needs of the designed buildings), technological (compressed air installation in the vehicle service station building, technology installation at the washing area, emergency ventilation systems, exhaust systems, and all necessary resulting from the intended function of the rooms). 3. In addition, as part of the contract execution, the contractor will be responsible for: - preparing project documentation in accordance with the attached PFU and applicable legal regulations, - obtaining all necessary agreements, decisions, and opinions as well as obtaining a decision allowing the execution of works, - preparing and approving a permanent traffic organization project, - building the facility in accordance with the assumptions, functional and utility program, prepared project, and decision permitting the execution of works, - obtaining all permits, decisions, and documents necessary for the Ordering Party to submit an application for permission to use the completed facilities, - carrying out the task in accordance with the DNSH principle within the meaning of Article 17 of Regulation (EU) No 2020/852. 4. The Ordering Party reserves that the value of design work cannot exceed 10% of the value of the contract. 5. Additionally, the Ordering Party informs that this contract does not cover the supply of mobile equipment, which will be the subject of a separate order at a later date (supply of mobile equipment excluded from this order has been indicated in the attachment - Supplies of movable parts - exclusion). 6. The detailed scope of the order is specified in the Functional and Utility Program (PFU) and the attachments to the PFU, which are attachments to the SWZ. 7. The Ordering Party does not require the Contractor to conduct a site visit or check the documents necessary for the execution of the order on-site with the Ordering Party. 8. The Contractor may limit themselves to completing section α in part IV of the Single European Document of Procurement (JEDZ) and does not need to complete any of the other sections in part IV of the JEDZ. 9. The order is co-financed by the Polish Agency for Enterprise Development under the European Funds for Eastern Poland 2021 – 2027 Program, Priority FEPW.03 Sustainable Urban Mobility, Action FEPW.03.01 Sustainable Urban Mobility Project Name: “Development of the Mobile MOF Stalowa Wola – Stage I”. 10. The Contractor under Article 95, paragraph 1 of the Pzp Act will be obliged to: 1) Employ persons performing activities related to the execution of the order based on an employment contract, whose execution consists of work in a manner specified in Article 22 of the Act of June 26, 1974 - Labor Code (consolidated text Dz. U. 2022, item 1510, 1700, 2140, in 2023 item 240) performing the following activities: - works related to the execution of an open raw state; The Ordering Party requires that the persons performing the activities referred to above under their contract with the employer execute them personally, at the time and place specified by the employer, under their supervision and subordination, for remuneration, with the right to leave. 2) Providing the Ordering Party with a list of persons who will perform the activities referred to in point 1 on the day of starting the execution of the order. This list should be immediately updated whenever there is a change in the person/s performing the activities referred to in point 1). 3) In the event of the contractor delegating part of the order involving performing the activities referred to in point 1) to a subcontractor, the obligation to employ persons performing these activities on an employment contract shall also apply to the subcontractor. 4) During the contract execution, the contractor (subcontractor) at the request of the Ordering Party shall present evidence confirming the employment of persons referred to in point 10, points 1-3 under an employment contract. 5) If the contractor (subcontractor) fails to fulfill the obligations referred to in point 10, points 1-3, the Ordering Party predicts sanctions in accordance with the model contract attached to the SWZ. 6) The above requirement does not apply to the construction supervisor/works because, according to Article 12 of the Construction Law Act, the activity involving supervising construction or other construction works may be performed by a person holding a responsible technical position in construction. Only persons holding construction qualifications may perform a responsible technical function in construction. Construction qualifications are granted by name. In connection with
