1. The subject of the contract is:
a) preparation of design documentation along with obtaining all formal and legal documentation enabling the execution of the investment, which involves:
Part A - the expansion of national road No. 92 in the form of bike paths and pedestrian and bike roads along the section from the border with the Blonie gmina to provincial road No. 700, Warsaw Street in Swięcice, Ożarów Mazowiecki municipality (on a section approximately 1.9 km long)
Part B - the expansion of national road No. 92 in the form of bike paths and pedestrian and bike roads along the section from district road No. 4121W Rataja Street to provincial road No. 718 Ceramic Street in Ołtarzew, Ożarów Mazowiecki municipality (on a section approximately 2.0 km long)
Part C - the expansion of national road No. 92 in the form of bike paths and pedestrian and bike roads along the section from provincial road No. 718 Ceramic Street in Ołtarzew to municipal road No. 410666W Kręta Street in Bronisze, Ożarów Mazowiecki municipality divided into two design sections - from Ceramic to provincial road No. 701 Konotopska Street and from Konotopska Street to Kręta Street (on a section approximately 4.5 km long)
Part D - the expansion of national road No. 92 in the form of bike paths and pedestrian and bike roads along the section from municipal road No. 410666W Kręta Street to the border with the City of Warsaw (around Gierdziejewski Street) (on a section approximately 2.6 km long)
Part E - the expansion of municipal roads in the form of bike paths and pedestrian and bike roads, i.e., Szkolna, Strażacka, Kolejowa, and Majewski Streets in Ożarów Mazowiecki (on a section approximately 1.3 km long)
Part E includes tasks described in the documentation as E and F.
b) obtaining a building permit or decision for the implementation of road investment or notification of construction works.
c) execution of the road expansion based on obtained building permits or decisions for the implementation of road investments or notifications of construction works.
2. The project is being implemented under the project entitled Promoting Sustainable Urban Mobility through the Development of the Bicycle Road Network in the Ożarów Mazowiecki Municipality - Phase II co-financed by the European Regional Development Fund with funds from the European Union under the European Funds for Mazovia 2021-2027 Program, Priority: European Funds for the Development of Urban Mobility in Mazovia, Action: Urban Mobility in ZIT.
3. Within each of the 5 parts: A, B, C, D, E, the design and construction of the following should be carried out:
- bike paths and pedestrian and bike roads,
- sections of pedestrian paths,
- accesses to properties,
- drainage facilities,
- lighting,
- earthworks,
- greenery,
- traffic organization,
and reconstruction of the footbridge over the Ożarowski Canal as part of part A.
4. As part of the investment, the following elements serving travelers should be executed:
a) - 1 resting place (for each of the parts) equipped with a bench and a bike rack and a trash can (elements made of stainless steel or powder-coated and impregnated and painted wood),
- 1 self-service bike repair point (for each of the parts) containing at least a pump and a set of bicycle tools (elements made of stainless steel or powder-coated).
The location of the above devices should be agreed with the Ordering Party and specified in the project documentation.
5. The scope of the subject of the contract obliges the Contractor to:
- agree on the design and cost documentation in ZUDP,
- perform author's supervision over the investment carried out based on the design documentation,
- exercise supervision over the investment carried out based on the design documentation.
6. Technical parameters of the bicycle path:
- width of the pedestrian road - min. 1.8 m,
- width of the bicycle road - min. 2.5 m (two-way),
- width of the pedestrian and bicycle road - min. 3.0 m.
The designed bicycle path should meet the following requirements:
- pedestrian and bicycle roads should be designed in accordance with PF-U and the Concept attached to the proceedings, as well as agreements made during the project consultation stage,
- the path should have common signage for routes of the Warsaw Functional Area.
7. The Ordering Party, in accordance with Article 100, section 1 of the Pzp Act, requires that the subject of the contract, as a contract intended for use by individuals, meets the requirements regarding accessibility for all users, including people with disabilities. It is required to implement the contract in such a way that the above-mentioned individuals can use it without any obstacles or limitations.
Detailed requirements are specified in the tender documentation, i.e., Appendix No. 1 to the SWZ.
8. In implementing the contract, the Contractor is obliged to ensure - in the scope corresponding to the subject of the contract and its properties - accessibility (architectural, digital, and informational-communication) for persons with special needs, at least to the extent specified by the minimum requirements referred to in Article 6 of the Act of July 19, 2019, on ensuring availability for persons with special needs.
