Description:
North Rhine-Westphalia seeks a contractor to develop and maintain a cloud-based application for digitizing its occupational safety administration, enabling digital access for companies and citizens while improving administrative efficiency.

The state of North Rhine-Westphalia (Land NRW) wants to digitize and standardize occupational safety administration. To achieve this goal, Land NRW is issuing a digitalization contract for occupational safety. Subsequently, the contractor must develop, establish, and maintain a cloud-based specialized application in the sense of Software-as-a-Service (SaaS) for the digitalization of the tasks of the occupational safety administration NRW. Optionally, and after an interim decision by the client regarding the actual execution, the contractor must also provide the necessary end devices. Furthermore, Land NRW offers other federal states of the Federal Republic of Germany as well as the Federal Republic of Germany the opportunity to access the corresponding services of the contractor. For this purpose, Land NRW is issuing a digitalization contract for occupational safety, based on which the entitled parties may subsequently commission the contractor with services for the digitalization of their own occupational safety administration as needed. This enables the entitled parties to call up the services without an additional formal procurement process. Digitization of Occupational Safety Administration in North Rhine-Westphalia.
The occupational safety administration in North Rhine-Westphalia is carried out by the Ministry of Labour, Health and Social Affairs of the State of North Rhine-Westphalia (MAGS NRW), the occupational safety departments of the five district governments (BR), and the State Institute for Occupational Safety and Design North Rhine-Westphalia (LIA NRW). In the future, the new State Office for Health and Occupational Safety North Rhine-Westphalia (LfGA NRW) should take over essential tasks of the occupational safety administration in the field of digitization. The subject of the order is the establishment and development of a cloud-based specialized application in the sense of Software-as-a-Service (SaaS) for the digitalization of the tasks of the occupational safety administration NRW. Currently, it is still open on which servers or cloud infrastructure the specialized application should be operated. As part of the project implementation, the contractor must also provide project management and digitization consulting tasks. The project will be carried out agilely and in several stages: In the first project step, the contractor must work with the client to create an architectural concept and a detailed specification for the specialized application. In the further course of the project, the contractor must - optionally and after interim decisions of the client regarding the actual execution - provide the required services for the establishment and development of the specialized application and deliver the necessary end devices. The services to be provided in the further course of the project, i.e., the services after the detailed specification, are structured as optional (partial) services. The step-by-step approach will be further detailed in the ongoing procedure. The digitization should enable companies as well as citizens to have digital access to the occupational safety administration NRW while simultaneously allowing the administration to manage its tasks seamlessly. This should also free the supervisory staff from administrative tasks and provide them with more time for field service. The new specialized application must particularly - enable end-to-end digitalization of administrative services, - allow processing of standardized work programs via governmental audits, - be usable as a web solution as well as via an app for mobile devices, - include a DMS system that ensures the interfaces between MAGS NRW, the district governments, and LfGA NRW, - allow flexibility for further development and new functions, e.g., incorporating future legal regulations and coalition agreements as well as action options through artificial intelligence, - meet all legal requirements, particularly regarding information security, data protection, and accessibility. The contractor must - optionally and after interim decisions of the client regarding the actual execution - develop, deliver, install, and put into operation the required software. As far as it is technically sensible and necessary for the project, the developed software should ideally consider the interfaces of the existing IT landscape of North Rhine-Westphalia. Details will be defined as part of the architectural concept. The client reserves the right to specify in the further course which interfaces to existing systems must be used. The contractor is also primarily responsible for the migration of the existing heterogeneous data storage of the occupational safety administration (partly paper files) to the new specialized application. In the first step, the contractor must - optionally and after interim decisions of the client regarding the actual execution - connect the new DMS system to the existing specialized software IFAS (including a suitable migration in 2026). After the completion of the new specialized software, they must connect the DMS system to the new specialized software. The bidders must provide a test instance of a corresponding specialized application for the following work process with their final binding offer: Company visit with system evaluation (BmSys). Furthermore, the contractor must - optionally and after interim decisions of the client regarding the actual execution - provide training, maintenance, care, and support services for the specialized application to be delivered. These services must be provided in the German language. Additionally, the contractor must - optionally and after interim decisions of the client regarding the actual execution - provide services for further development of the specialized application (e.g., adaptation to new legal situations). Furthermore, the contractor must - optionally and after interim decisions of the client regarding the actual execution - supply the necessary end devices and provide the related training, maintenance, care, and support services. These training, maintenance, care, and support services must be provided in the German language.
