Description:
Implementation of a turnkey Integrated Online Condition Monitoring System for real-time supervision and monitoring of 30 HT/MV substations in Attica, focusing on data collection, analysis, and seamless integration of various sensor subsystems.

The object of the contract is the implementation of a "turnkey" Integrated Online Condition Monitoring System (hereinafter, OCM) in 30 HT/MV substations located in 11 substations in the Attica Region [CPV: 45317000, 48420000, 38432100, 71700000]. The award criterion for the contract is the most economically advantageous offer based on the best quality-price ratio, in accordance with the provisions of paragraph 2.3. of the announcement. The project includes the study, development, and implementation of a software platform for remote supervision of the 30 HT/MV substations in real-time, as well as the supply and installation of the corresponding subsystems for measuring and monitoring the status of transformers under real operating conditions. The transformation ratio HT/MV is defined for the purposes of this announcement as 150/21kV. The platform must act as a management system for installed HT/MV substations, collect data from the subsystems, regardless of the manufacturer’s measurement subsystem or the type of power transformer, and provide real-time monitoring, trend analysis, equipment condition assessment using relevant models and 'Artificial Intelligence' tools for drawing conclusions regarding the need for interventions and avoiding false alarms. The integrated monitoring system will be designed, supplied, and installed by the Contractor 'turnkey', so that: • It integrates-collects and processes data from various sensor subsystems for comprehensive monitoring of the condition of the substations. • Ensures compatibility and seamless integration of subsystems from other manufacturers, applying standard communication protocols and interfaces. The communication protocols will be based on industrial standards and will ensure continuous data exchange. • Provides data analysis and visualization of equipment condition estimates. • Utilizes appropriate 'artificial intelligence' tools to analyze the collected data and identify actual fault alarms, interpret their causes, and minimize false alarms. • Provides a user-friendly environment for data visualization, trend analysis, and report generation. • Has the capability to integrate signals from at least 300 substations with 4 power transformers each. • Has the capability to integrate future supervision of other substations in other substations, regardless of the measurement subsystem manufacturer or the type of power transformer. The scope of the indicated Project includes indicatively, but not limited to, the following: • Installation of Online Condition Monitoring systems based on the Technical Project Description in 30 HT/MV substations located in 11 substations in the Attica Region. • Development-Installation of the platform/system for remote collection, monitoring, and processing of information from the online power substations. • Checks, Tests and commissioning of the system. • Training of DEDDIE staff. • Five-year maintenance of the above system after its final acceptance, including any additional substations beyond the 30 in additional substations beyond the 11, which will be installed within the activation of the option, with a unilateral renewal right for another 5 years. The Contractor must ensure the construction and operational compatibility of the Project designed, with the existing capabilities, requirements, and specifications of DEDDIE.
