Description:
A technical secretariat will be established to create a network of national contact points for sustainable urban mobility plans, facilitating data collection, coordination, and best practice sharing among urban nodes on the TEN-T network.

Under the revised TEN-T Regulation, 431 urban nodes on the TEN-T network should adopt a sustainable urban mobility plan and collect and regularly submit to the Commission urban mobility data for all 431 urban nodes. Member States will have to designate a national SUMP contact point to oversee the process and provide support to urban nodes.
The CEF work programme for 2025-2027 includes TA to support Member States to prepare for the above urban nodes requirements. The current action will support the implementation of this TA action.
The action will hire a technical secretariat for 3 years (2025-2027) to establish a network of national SUMP contact points and provide a common platform to stimulate exchange and peer learning, coordinate the activities of MS, identify good practices and offer networking. The secretariat will regularly report to the Commission on the work carried out within the network and offer policy analysis on the challenges and the way forward.
Budget justification:
The CEF work programme included a a horizontal action for the period 2021-2024 to offer grant support to Member States for the collection of data in support of urban mobility indicators. The total value of the action was EUR 3 million.
