The MUNICIPALITY OF PLOIESTI, Prahova County intends to implement the investment project "Ensuring Traffic Mobility by Extending the Road and Public Transport Link between Gara de Sud and Gara de Vest (Liberty Street), Including Public Domain Rehabilitation Works of the Train Stations - Phase I." To this end, a funding application has been submitted through the Regional South-Muntenia Program 2021-2027, Priority: 3 – A Region with Sustainable Urban Mobility, Specific Objective: RSO2.8 - Promoting Sustainable Multimodal Urban Mobility, as part of the transition to a zero-carbon economy, Project Call PRSM/435/PRSM_P3/OP2/RSO2.8/PRSM_A26. The above-mentioned investment project will be financed from non-repayable European funds, from the state budget, and from the local budget of the municipality of Ploiesti. The mentioned investment project involves the execution of the following works: •Arrangement of 1 December 1918 Square (Gara de Sud Area); •Arrangement of the Gara de Vest area; •Construction of a Waiting Station Building (Gara de Sud Area); •Construction of Park & Ride at 1 December 1918 Square and the Gara de Vest area; •Passenger waiting stations; •Underground Pedestrian Passage (Gara de Sud Area); •Trolleybus contact network in 1 December 1918 Square and Gara de Vest Area; •Systems management, demolitions, creation, and reconstruction of accesses; •Environmental protection arrangements; •Diversions, reconstructions, and protection of utilities in the 1 December 1918 Square area; •Diversions, reconstructions, and protection of utilities in the Gara de Vest area; •Connections and utility network attachments. The execution of the works will comply with the specifications of the Book of Specifications, the provisions of the technical documentation, the PT phase, of the Urbanism Certificates, Building Permits, as well as the provisions of Government Decision no. 766/1997 for the approval of certain regulations regarding construction quality, with subsequent amendments and completions, and of Law no. 10/1995 regarding construction quality with amendments and completions. The contracting authority will respond to requests for clarifications on the 11th day before the deadline for submission of offers. Number of days until requests for clarifications can be submitted before the deadline for submission of offers: 20 days. In accordance with the funding application and the updated budget of the project, approved by the decision of the Local Council no. 160/31.03.2025, the estimated value of the construction contract is 48,438,907.45 lei excluding VAT, of which: - value of C+M (construction and installation, including road infrastructure): 44,265,751.05 lei excluding VAT (General Budget chapters: 1.2 + 1.3 + 1.4 + 2 + 4.1 + 4.2 + 5.1.1); - value of equipment, technological and functional equipment requiring installation: 1,702,659.45 lei excluding VAT (General Budget chapter: 4.3) - value of fittings: 1,772,168.95 lei excluding VAT (General Budget chapter: 4.5) - value of Site Organization - Expenses related to organizing the site: 698,328.00 lei excluding VAT (General Budget chapter 5.1.2). The estimated value of the contract to be awarded does not include: (i) the sum of 2,664,000 lei excluding VAT, related to various unforeseen expenses, specified in the general budget, which may be accessed, as the case may be, depending on needs, by modifying the contract under the conditions stipulated in art. 221 of Law no. 98/2016 regarding public procurement. (ii) the amounts representing the project implementation reserve and budget margin are 19,160,136.27 lei excluding VAT, according to the general budget.
