The object of the public procurement contract is the supply of equipment and software solutions for the implementation of the project submitted for funding "Investments in the Digitization of Local Public Administration in Lisa Commune, Teleorman County", under the South-Muntenia Regional Program 2021-2027, Investment Priority 1, Specific Objective 1.2, project call no. PRSM/473/PRSM_P1/ OP1/RSO1.2/PRSM_A38. The procurement is necessary for the modernization and digitization of public administration in Lisa Commune, with the main objective of improving citizen access to public services and increasing administrative efficiency. The implementation of an Integrated Platform for Electronic Services (PISE) and the use of modern technologies such as cloud computing, IoT solutions, and artificial intelligence (AI) are at the core of this innovative endeavor. The overall objective of the project is to optimize work processes to simplify administrative procedures applicable to citizens, both from a front-office perspective, ensuring online access to public services, and back-office, to reduce the processing time of citizen requests in the exclusive and shared competence areas of local public administration, as well as the implementation of specific integrated modules that will ensure bidirectional communication with all citizens and the business environment, through which all projects and initiatives intended to be carried out by the municipality will be made transparent. Through the contract that will be awarded under this public procurement procedure, the "turnkey" implementation of an Integrated Platform for Electronic Services (PISE) will be carried out within the UAT Lisa Commune, Teleorman County, by: - Providing Software Licenses - Supply of Equipment - Provision of IT Services - Provision of Training Services, in accordance with the requirements from the specifications; In accordance with the provisions of art. 160 para. (1) of Law 98/2016, with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers. In accordance with art.161 paragraph (2) of Law 98/2016, with subsequent amendments and completions, the contracting authority's response to these requests must be sent on the 11th day before the deadline for submitting offers.

The general object of the contract that will be awarded under the open auction procurement procedure consists of the "turnkey" implementation of an Integrated Platform for Electronic Services within the UAT Lisa Commune, by: - Supply of Equipment necessary for the IT platform, in accordance with the requirements from the specifications. - Supply of Software Licenses, in accordance with the requirements from the specifications. The contracting authority will be able to benefit from these immediately after the completion of installation and preliminary configuration services; - Provision of IT Services, consisting of all services for operationalizing the Integrated Platform for Electronic Services, in accordance with the requirements from the specifications; - Provision of Training Services, in accordance with the requirements from the specifications; By providing the requested products and services, the aim is to implement the Integrated Platform for Electronic Services ("PISE") aiming to optimize work processes within the UAT Lisa Commune, to reduce the processing time of citizen requests and to ensure online access to public services provided by public administration.
