The Procurement Services of the City of Turku is requesting offers for expert tasks related to environmental technical planning needed by the City of Turku and Kiertomaa Oy for the period from June 1, 2025 (target) to May 31, 2027, after which the agreement may be extended by the decision of the client under the original terms for a maximum of two (2) years, for the period from June 1, 2027 to May 31, 2029.

The subject of the procurement includes:

• planning of investigations of contaminated land areas, acidic sulfate soils, groundwater, water bodies, and sediments
• sampling of soil, pore gas, sediment, and water, as well as field measurements
• reporting of studies and risk assessment
• planning for the treatment and beneficial use of contaminated and excavated soils, waste, and sediments
• preparation of environmental cost estimates
• preparation of environmental permit applications and notifications (e.g., environmental permit, PIMA notification, MARA notification)
• preparation of statements for beneficial use and landfill suitability
• environmental technical planning and supervision of the rehabilitation of contaminated areas
• expert and assistance tasks in project management related to environmental rehabilitation projects
• final reporting
• planning, implementation, and reporting of obligation monitoring and monitoring programs

The tasks and powers will be agreed upon separately on a project-by-project basis.

A written framework agreement will be made with the three (3) economically most advantageous service providers.

Services will be procured from the selected service providers in the order of selection: 1. 40%, 2. 35%, and 3. 25%. Orders will be made with an accuracy of approximately 5% in value.

Services will be ordered as needed during the contract period.

The estimated total value of the procurement, excluding VAT, is approximately €500,000 - €700,000 per year. The client does not commit to a specific procurement quantity.

The client reserves the right to make separate competitions for specific projects during the contract period.
