Description:
Municipalities are seeking a software specialist to further develop the CIVITAS/CORE platform, focusing on software architecture and model-centered data flow, as part of their Smart City initiatives.

The municipalities of Bamberg, Haßfurt, Jena, Kassel, Mönchengladbach, Münster, Osnabrück, and Paderborn (hereinafter: Contracting Authorities) have been selected as model projects within the funding program "Model Projects Smart Cities" (MPSC) of the Federal Ministry for Housing, Urban Development and Construction. They will therefore receive funding to advance their Smart City development. The funding periods vary and end, depending on the municipality, between 2026 and 2028. The Contracting Authorities are members of the association Civitas Connect e. V. and part of the association's development community of CIVITAS/CORE, known as the CIVITAS/CORE Community. This development community of several cities and municipal utilities collaboratively drives the development and further development of open-source software for urban data platforms. Urban data platforms are intended to realize a fundamental part of the data infrastructure in municipalities. They are meant to connect a variety of heterogeneous data sources, consolidate this data at a central location, establish rights management for data usage, and provide data via standardized interfaces to enable efficient and secure interdisciplinary and inter-institutional data usage. CIVITAS/CORE represents the core of an urban data platform. CIVITAS/CORE is currently released in version 1. The aim of the contracts to be awarded in this process is the further development of CIVITAS/CORE. The financial resources for this tender are jointly provided by the contracting authorities. The contracts are awarded jointly by the contracting authorities. In the event of awarding a contract, each contracting authority will conclude a separate framework agreement with the successful bidder for the respective lot. The city of Osnabrück conducts the procurement procedure on behalf of all contracting authorities. The contracting authorities are supported by the association Civitas Connect e. V. in the preparation and execution of the procurement procedure. With this Europe-wide procurement procedure, the contracting authorities aim to select a reliable, high-performance, and experienced software specialist as a contractor who can efficiently provide the necessary software development and maintenance services for CIVITAS/CORE 2.0, while observing the principle of economy. The contracting authorities expect a high understanding of their goals and target groups as well as a solution-oriented approach to provide them with the best possible ideas and to implement them.

CIVITAS/CORE 2.0 - Software Development.
The contracting authorities have divided the necessary services for the further development of CIVITAS/CORE into 5 lots: - Lot Software Architecture - Lot Realization of Model-Centered Data Flow - Lot Frontend, Backend, DevOps - Lot UX & UI Design - Lot IT Security This negotiation procedure with a preceding participation competition refers only to the lots: - Lot Software Architecture - Lot Realization of Model-Centered Data Flow The other lots will be separately tendered by the contracting authorities, presumably in a non-open procedure. There are interfaces between the services to be awarded here and the services to be awarded separately. The details can be found particularly in the service descriptions (Appendices 1a, 1b, and 1c of the tender documents). They represent the current planning status, which may develop and change during the procurement process and especially during the execution of the services. The framework agreement has a proposed term until June 30, 2028. The contracting authorities each have a right to terminate the agreement annually at the end of the year (initially until December 31, 2025). In addition, there is also a regular termination right for the contracting authority if the funding period ends earlier. Furthermore, the contracting authorities each have the option to extend the framework agreement once by a maximum of one year.
