Description:
Placing shared cars at fixed and additional locations in the Leuven transport region to support car-sharing as part of the Flemish public transport network logic, with different placement criteria and funding sources for each lot.

As the pen holder of the Leuven transport region, we wish to place shared cars at the fixed locations. In addition, we want to provide an additional offer not linked to the fixed locations.

Placing shared cars at the specified locations .
In lot 1, a car-sharing provider is supported to make car-sharing possible as part of the network logic of Flemish public transport, as stipulated in the Basic Accessibility Decree and concretized in the Public Transport Plan (OV-plan) of the Leuven transport region. Public transport is divided into several layers, with car-sharing systems being part of the Customised Transport (VoM).

To a large extent, the VOM shared cars are placed at Hoppin points and form a link in the combined mobility of the Flemish public transport system. The locations of the shared cars are therefore mainly based on this network structure and are determined on the basis of the public transport plan. The locations as provided for in the public transport plan are included in Appendix D. The competent road authority is responsible for the design and layout of the Hoppin point or car-sharing location, providing parking spaces for the VoM shared cars, including the necessary (public) charging infrastructure. The final decision on the locations of these VoM shared cars lies with the Leuven Transport Regional Council (financed from the Flemish VoM budget for the shared cars).

It is the ambition of the Leuven transport region to integrate the VoM shared cars as much as possible within both physical and digital combi mobility and to connect them to the Flemish Hoppin power station once it is operational. The VoM shared cars are part of the Hoppin label in terms of communication.

Placing shared cars at additional locations.
In lot 2, a car-sharing provider is supported to enable car-sharing as a neighbourhood-oriented solution for mobility in a village or neighbourhood. The shared cars are placed via a neighbourhood logic, which may differ from the network logic, as developed in the Basic Accessibility Decree. As such, the shared cars do not have to be part of the VoM, but they can be an addition to it.

The shared cars at additional locations are not only placed at a Hoppin point, although this is not excluded. The locations are determined on the basis of a demonstrated or assumed need in a given environment and are aimed at strengthening the mobility solutions of this environment and countering a dependency on private car ownership.

The presumed use within this plot is not so much within the scope of combimobility, but as a replacement for a first or second private car and as a supplement to the public transport system for journeys where the public transport offer is insufficient in time or space.

The financing of the support of shared cars from lot 2 does not come from the VoM budget, but from resources from the local authorities. The proposed locations will be determined in consultation with the local government, the pen holder and the selected provider. Where possible and desirable, the shared cars can be integrated into physical and digital combi mobility. The shared cars do not necessarily operate under the Hoppin label.
