Description:
The contract involves procuring up to 30 low-floor battery-electric solo buses and constructing charging infrastructure in Lampertheim, with an option for additional infrastructure in Neckarau, supporting the electrification of public transport.

The subject of the contract is the award of a contract for the procurement of up to 30 low-floor solo buses with battery-electric drive (framework agreement) as well as the construction of 8 x LIS with 2 charging points per LIS in Lampertheim and optionally a further 8 x LIS with 2 charging points per LIS in Mannheim/Neckarau. The delivery of the solo buses and the construction of the LIS at the Lampertheim site (and optionally in Neckarau) will be awarded to a general contractor. To implement these measures, V-Bus has applied for funding for the procurement of 20 solo buses and the construction of 16 X LIS at the depot in Lampertheim. These are the funds for the "Promotion of buses with alternative drives" of the Federal Ministry of Digital and Transport, under the leadership of the project management agency "Forschungszentrum Jülich GmbH". In the present case, the call-off of 20 solo buses is determined as the guaranteed minimum purchase quantity. However, the framework agreement for the supply of vehicles tendered here also includes optional vehicles that go beyond this, as additional vehicles could be necessary in the future due to increased performance. For vehicles exceeding the minimum purchase quantities, V-Bus is not obliged to accept them. The V-Bus is much more free to call up the optional vehicles until the defined upper limit is reached. The call-off depends in particular on whether the V-Bus has appropriate own funds available in good time or whether other funding is approved. In addition to the delivery of the vehicles, the supply of spare parts is also to be included in the object of the contract. For the supply of spare parts, a framework supply agreement is to be concluded with a term of 10 years after the acceptance of the last vehicle. The contracting authority reserves the right to specify the subject matter of the contract in more detail during the ongoing award procedure. There are also plans to procure and build 8 chargers, each with 2 charging points, at the site in Lampertheim, Hesse. The required space is available and feasibility for electrification has been proven. In order to implement the same measure (= procurement and construction of 8 chargers with 2 charging points each) at the Neckarau/Mannheim, Baden-Württemberg site, funding was applied for under the 2024 - 2028 funding programme of the state of Baden-Württemberg for public transport infrastructure investments in accordance with the LGVFG. The project has been included in the above-mentioned funding programme. A grant notice has not yet been issued. A clearance certificate was applied for. For this reason, the LIS for the Neckarau/Mannheim site is optionally put out to tender. The commissioning depends in particular on whether the requested funding is actually approved. However, V-Bus assumes that LIS will also be commissioned for the Neckarau/Mannheim site.

For the initial electrification of V-Bus, battery-electric buses including LIS are to be procured. The vehicles will be used in the inner city areas of Mannheim, Heidelberg and Ludwigshafen. In doing so, they support the goals of the cities of Mannheim and Heidelberg, both of which are participants in the EU mission "100 Climate-Neutral and Smart Cities by 2030". Both vehicles (solo buses, midibuses) and the associated charging infrastructure (LIS) for the Lampertheim site and optionally for the Neckarau/Mannheim site are to be procured and transferred to regular service. The subject of the contract tendered here is solely the award of a contract for the procurement of up to 30 solo buses in low-floor design with battery-electric drive (framework agreement) as well as the construction of 8 x LIS with 2 charging points per LIS in Lampertheim and optionally a further 8 x LIS with 2 charging points per LIS in Mannheim/Neckarau. The delivery of the solo buses and the construction of the LIS at the Lampertheim site (and optionally in Neckarau) will be awarded to a general contractor.
