Procurement Services of the City of Tampere invites tenders for the procurement of charging stations for electric vehicles starting from 01.09.2024 (target) on behalf of the Urban Environment Service Area of the City of Tampere. The charging stations to be procured in 2024 must be operational by the end of 2024. The charging stations for 2025 must be installed by the end of 2025 at the latest. The charging stations for 2025 will be agreed separately between the customer and the selected service provider.
The contract period starts when the contract is signed and ends on 31.08.2029, after which the contract continues until further notice. The Customer makes a separate decision on an option period valid until further notice and notifies the Service Provider no later than 12 months before the end of the contract period.
The customer takes care of the electricity connection required for the installation of charging devices and the service provider takes care of the electricity consumption point and the installation of electricity supply cables at the charging stations. The service provider installs the charging devices, connects the charging devices to the electricity network, and takes care of the commissioning and operation of the charging stations. The properties are public parking lots. The charging stations will be available for public use. Rechargeable vehicles are mainly passenger cars.
The charging stations and their operation are acquired as a concession agreement so that the charging stations are owned by the Service Provider. The service provider manages and takes care of the maintenance, repair, spare parts and operation of the equipment (including, for example, the purchase and sale of electricity. The service provider must manage the electricity consumption location itself, and the service provider concludes the electricity sales contract itself). The charging revenue from charging stations remains with the service provider. Charging stations intended for electric vehicle charging will be procured as follows: 8 charging stations to be procured in 2024 (25 charging stations to be acquired). 26 sites to be procured in 2025 (46 charging stations to be procured).
The City of Tampere does not commit to specific purchase amounts during the contract period or possible option period.
The minimum procurement requirements are described in more detail in the invitation to tender and its appendices.
