Framework Agreement for IT Consulting and Development Services 2025.
The subject of this procurement procedure is a framework agreement for IT consulting and development services, from which services amounting to up to 21 million EUR (net) can be commissioned within the contract duration. There is no entitlement to full utilization or an obligation to call off. The amount of commissioning is determined by the individual calls from this framework agreement (actual amount of consulting days needed per individual call). The duration is 1 year with the option for three extensions of 1 year each. The tender is aimed at companies that employ permanent employees, as well as companies that will use freelancers for service provision to the contracting authority. The transfer of (temporary) employees is not the subject of this tender. The contracting authority has particularly the following topics, which can be interrelated and are not exhaustive, to deal with: - IT security/Cybersecurity/Cyberdefense - Data protection - Software development - Business intelligence - Digitization - Automation/AI - Big Data - IT trends - Organization/project management(support)/structural analyses/process management - Consultation on outtasking/outsourcing/process optimization. Since these topics can interrelate, a division of the subject areas in the form of a lot formation of the framework agreement is omitted. Within the aforementioned subject areas, the upcoming tasks cannot be conclusively described and delineated. Requirements must be implemented that start with the idea and can extend, for example, to quality-checked software development and implementation as well as documentation/presentation. Furthermore, maintenance of self-created individual software is possible. Moreover, (complex) consulting services may be required, where strategies, concepts or design proposals, or the development of guidelines and documentation can be requested in collaboration with the contracting authority. The list is not exhaustive. The services are to be provided predominantly remotely.
