The municipality of Bissingen an der Teck has a need for expansion at its school location in view of current developments in all-day care, as well as the needs of school, kindergarten and gymnastics club and is planning the expansion of the school grounds and the existing community hall by a multi-purpose room and changing rooms as well as the redesign of the outdoor facilities. The redesign of the outdoor facilities is planned in individual modules, which allow for construction phases. Up to service phase 3, the outdoor facilities are planned holistically across all modules. At present, it is still unclear whether all modules will be implemented simultaneously or staggered. Depending on the funding and financial situation, there is also the possibility that not all modules will be implemented.

Structural engineering services are put out to tender in accordance with § 51 HOAI. The services are put out to tender throughout Europe in a negotiated procedure according to the VgV:

Stage 1: Pre-qualification procedure
Stage 2: Negotiated procedure

According to the current status, the client intends to commission the contract in stages. It is pointed out that there is no entitlement to realization/project implementation. In addition, the client reserves the right to demand the construction management on a regional basis
