Description:
The Bundesbank seeks contractors for communication, event consulting, and the exploration of innovative technologies to enhance digitalization and innovation efforts within its ecosystem.
An important key to success for innovation and digitalization is the support through communication measures and enabling participation, even outside of large projects. In addition to the established formats for information dissemination in the context of digitalization and innovation at the Bundesbank (e.g., "Digitalization in Focus", "Future Tech Talks"), active participation of employees should be facilitated. The needs include ideation, conceptualization, and implementation of participatory formats for the active support of changes through digitalization and innovation. This may involve marketing measures to generate attention. The focus is on formats that allow experiencing digitalization and innovation, thus enabling active engagement and involvement of employees. Excluded from consideration are the establishment of committee structures for governance or reporting. The aim is also to utilize and further expand the involvement of existing and new partnerships within the Bundesbank innovation ecosystem (e.g., TechQuartier, GovTech Campus Berlin, ...). Overall, this lot also aims at generating multiplier effects that lead to profound cultural changes and promote efficient change management with respect to innovations. Specifically, the following needs and areas of action arise: - Development of need-based, organization-wide campaigns for communication and employee activation derived from a stakeholder analysis. - Initiation of target group-oriented measures to create transparency, e.g., through the intranet, website, or presentations at events. The goal is to establish a communication that allows employees to inform themselves independently while conserving resources in the innovation team. - Conceptualization / execution of hackathons, thinkathons, and similar formats, e.g., for the innovative use of data available within the Bundesbank or the ESCB by novel linking with innovative technologies. The focus of the formats may also be on the encouraged application of agile working methods. - Organization of events (e.g., innovation safari, ...) focusing on innovation and digitalization. - Building, establishing, and supporting knowledge-based communities for exchange and knowledge transfer across all departments - this could be, for example, support for the already existing Data Science Community. - (Further) development of event formats where best practices or experiences from initiatives and projects can be shared and discussed in order to learn as a whole organization. Framework agreement with up to three contractors (economic participants) for lot: - Lot 2: Communication and event consulting for participatory formats on digitalization and innovation The contracting authority expressly reserves the right to conclude the framework agreement with less than three economic participants for each lot, provided that sufficient suitable and/or qualified offers cannot be determined in the competition for each lot. The awarding of individual contracts for each lot takes place based on a framework agreement in accordance with § 21 (4) No. 1 Regulation on the Award of Public Contracts (VgV). Depending on the support needs, work packages will be created and commissioned (individual order). These are to be processed within a period specified by the contracting authority. The specific services (work packages) will be communicated to the framework agreement partners with the respective individual calls at least two weeks before the start of services in writing via email. The assignment takes place as needed in hours or person-days (1 person-day corresponds to 8 hours without a break). Lot 2: The order of individual contracts is determined by the most economical offer in the respective lot ("cascade principle"). The 3 successful bidders will be placed in a fixed ranking based on the evaluation results of the award procedure, according to which they will be called. This means there is no additional mini-competition. If needed, the bidder in first place will be asked to provide services first. If they do not respond with a confirmation of the request within 3 working days or do not provide appropriate information within 5 working days regarding whether the order will be accepted or can be executed, or reject the request, the next ranked bidder will be contacted - and so on until a bidder can take over the service. In this case, the contracting authority will commission the next best bidder in the respective lot based on the criterion of "economic efficiency". The volume of the framework contract over the maximum total term includes for the services mentioned in Lot 2 according to current planning a total of up to 5,060 person-days (short PT - composition: initial planning status of up to 4,400 PT plus an optional contingent of up to 660 PT / ~15%).

Exploration and, in particular, testing innovative technologies in the form of prototyping or proof of concepts (PoC).
The mere generation of knowledge and derivation of insights on a theoretical basis is not sufficient for sustainable innovation efforts. The goal of the Bundesbank is to continuously improve the decision-making ability regarding the use of new technologies or the implementation of digital solutions on existing technological components with the help of functional technical prototypes. Ideas for exploration areas may come from central areas or specialist departments, the innovation ecosystem, or external partners. All ideas should undergo evaluation and a preceding low or high fidelity prototyping (e.g., through paper prototyping, wireframes, or mock-ups) before realization. This is to foster a culture of testing and experimenting. Development should take place in conjunction with InnoWerk, IT, and/or the specialist departments to ensure seamless knowledge transfer into the Bundesbank. Prototyping should technically demonstrate potentials, dependencies, prerequisites for integration, but also security-relevant points of a new technology. The development of prototypes should follow the requirements of the respective user and can be implemented on-premise, hybrid, or in the public cloud. In parallel, the possibilities of the InnoWerk development environment (R&D) should be consistently expanded in order to enhance the toolkit of the innovation workshop. If necessary, support for the operation of the R&D environment will also be provided, at least until these activities can be taken over by the Bundesbank itself. The creation of a prototype generally takes place in an agile setting (e.g., Scrum). If circumstances require, a classical approach can be chosen (in consultation). In principle, established concepts in the Bundesbank, such as DevSecOps, should already be considered and implemented during the prototyping phase. The temporal development duration of a prototype should not exceed three to six months, depending on individual complexity. The following needs and areas of action are currently known. As the development of innovation management progresses, further needs or areas of action may arise. - Analysis of technological developments and identification of application potentials for key technologies in digitalization, as well as development and derivation of measures for inclusion in the innovation strategy. - Market exploration of existing and future solutions or challenges, as well as examination of the prerequisites for application within the specialist departments of the Bundesbank. - Derivation of measures, for example, from the innovation strategy and possibly preparation of feasibility studies. - Support in prototyping in the sense of developing functional prototypes - for example, through the use of extreme programming techniques or rapid development, to quickly develop operational prototypes. This should allow users to quickly demonstrate implementation possibilities or to highlight weaknesses in design (e.g., within the framework of fail fast). - Development, testing, and implementation of practical use cases using new technologies or technologies that have not yet been widely rolled out in the bank (e.g., various methods of artificial intelligence, low code, IoT, or DLT), including the use of open-source software/frameworks. This may also be the first step in generating ideas together with end users and users. - Development of new, innovative use cases and documentation

Promotion of the penetration of digitalization.
Promotion of innovations also means being able to tackle small to medium challenges within the existing (regulated) Bundesbank infrastructure according to the efficient use of resources and to offer "help for self-help". The specialist departments are repeatedly faced with concrete problems of daily work against limited IT capacities, which means that even smaller improvements cannot be implemented at the sufficient speed. Valuable capacities for creating innovations are therefore tied up, and the testing and implementation of new technologies is made more difficult by day-to-day operations. Specialist departments should be able to have defined and clearly delineated work packages evaluated for feasibility within the current Bundesbank infrastructure and commissioned for implementation. A potential implementation should take place with a focus on user orientation and in the sense of the four defined principles of digitization, while also always considering sustainability aspects and within the framework of existing IT specifications. Specifically, the following service needs arise as of today: - Detailed analysis or process surveys to identify possible optimization potentials (e.g. automation, simplification, etc.) in terms of digitization and user orientation. - Identifying and advising on possible options for modernization or optimization considering technical feasibility within the framework of infrastructure options defined by the Bundesbank. - Implementation of concrete options in close coordination with the responsible IT units on existing IT infrastructure or platform components of the Deutsche Bundesbank. - Possibly establishing or modernizing existing interfaces. - Implementation or migration of individual, small applications (related to the number of users and limited to the availability of corresponding standard products) into the cloud as a starting aid in selected specialist departments. - Identification of opportunities to roll out already developed solutions in other specialist departments. Thematically, the areas of data processing and visualization, individual work simplifications for the specialist departments in daily operations (IDV, smaller cloud migrations, Microsoft 365, etc.), the ongoing digitization of document and information processing, and knowledge management are seen as larger action fields. This enumeration of the general action fields is not exhaustive and may undergo changes during the term of the framework agreement. 1. The order is carried out as required in hours or person-days (1 person-day corresponds to 8 working hours without a break). Lot 4: The order of individual contracts is based on the most economical offer in the respective lot ("cascade principle"). The 3 successful bidders will be arranged in a fixed order according to the ranking of the evaluation results of the procurement process, based on which calls will be made. This means that no additional mini-competition will take place. If there is a need, the bidder in position 1 will be asked first to provide the service. If this bidder does not confirm the request within 3 working days or does not provide information within 5 working days after the request about whether the order will be accepted or can be executed or declines the request, the next-ranked bidder will be contacted - and so on until a bidder can take over the service. In this case, the contracting authority commissions the next best bidder in the respective lot according to the criterion of The subject of the lot is to strengthen the long-term and sustainable innovative capacity of the Bundesbank. The need arises primarily in the overarching further development and support of innovation management in general and, in particular, in consulting on strategic issues in the context of innovations and the generation of knowledge about future trends and technologies, especially with relevance to central banks. Specifically, the following fundamental needs and areas of action are currently identified. These may further detail as more steps are taken. - Development of an innovation strategy including a control methodology, always in coordination with the overall bank strategy. - Further development of internal processes and capabilities of innovation management including identification of gaps in innovation capacity. - Establishment of meaningful success measurements (e.g., based on the Digital Maturity Model) to make the maturity level of digitalization as well as the penetration of innovations measurable. - Consulting on the implementation of a permanent, systematic, and participatory process for tracking societal trends with strategic relevance for the Bundesbank and its core services, as well as methodological support for in-depth cross-departmental scenario analyses. Consideration of existing approaches or tools and their processes is required. - Scanning for innovation-driving trends and influences in various areas, such as digitalization, demographic change, sustainability, and general challenges of the VUCA world, or based on PESTEL categories. - Building and further developing a vibrant ecosystem of partners to sustainably leverage the potentials of open source and integrate them into the innovation work of the Bundesbank. - Conceptualizing, planning, and conducting innovation workshops supported by the use of creative methods (e.g., creative micro and macro methods, innovation digging, visual facilitating, value proposition design, etc.), possibly supplemented by low fidelity prototyping (e.g., through Lego Serious Play, paper prototyping, etc.), but primarily also applied to overarching themes. The conditions for the workshops may vary by individual call: o Small, medium, or large groups from different professional fields or hierarchy levels of the bank. o Conducting remote, hybrid or in person. o Workshop duration from 1/2 day to a planned series of workshops. - Support in linking the internal innovation efforts with the innovation governance in the ESCB and BISIH to safeguard the position of the Bundesbank. If this bidder does not respond with confirmation of the request within 3 working days or does not provide appropriate information within 5 working days after the request regarding whether the order will be accepted or fulfilled, or declines the request, the next-ranked bidder will be contacted - and so on until a bidder can take on the service. In this case, the contracting authority commissions the next best bidder in the respective lot according to the criterion of "cost-effectiveness." The volume of the framework contract over the maximum total contract duration includes for the mentioned services in lot 1, according to current planning, a total of up to 7,475 person-days (short PT - composition: initial planning status of up to 6,500 PT plus an optional contingent of up to 975 PT / ~15%).
