The subject of this framework agreement consists of the purchase by the Municipality of Constanța of integrated services of design, technical expertise, development of technical-economic documentation, and technical assistance for public investment objectives in the Municipality of Constanța. The deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 20 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submitting offers.

The contracting authority intends to purchase, through this framework agreement, “Integrated services of design, technical expertise, development of technical-economic documentation, and technical assistance for public investment objectives in the Municipality of Constanța,” to support and implement the strategic directions of local development, which include: improving the quality of living, enhancing safety and operational conditions of educational and social infrastructure, promoting “smart city” solutions for the benefit of the urban community, supporting the local business environment, environmental protection, and sustainable land management. Within this framework agreement, the design and expertise services will be carried out in phases, for a wide range of types of public investment objectives and types of works, in compliance with the applicable legal and technical requirements. The services requested through this framework agreement cover the following types of activities/operations: 1. Technical expertise on resistance and stability requirements 2. Technical expertise on fire safety requirements 3. Technical expertise on installations 4. Geotechnical study / analyses and stability studies of the land, including excavations 5. Hydrological, hydrogeological study 6. Topographic study including OCPI 7. Study on the possibility of using alternative high-efficiency systems to increase energy performance 8. Detailed urban planning 9. Zonal urban planning 10. Energy audit and initial energy performance certificate 11. Pre-feasibility study 12. Documentation for the approval of intervention works 13. Feasibility study 14. Fire safety study 15. Preliminary archaeological diagnostic report for the purpose of expropriation 16. Study on the value of cultural resources / Historical study 17. The minimum and maximum quantities are provided and detailed in the Appendix to the specifications. The contracting authority will launch subsequent contracts semi-annually.
