Description:
Delivery of modern technical equipment and comprehensive training for regional education centers in Hradec Králové to enhance interactive and online educational capabilities.

The subject of this public contract is the delivery of selected components to fulfill the objectives of the contracting authority, while this procurement documentation governs the delivery of selected components only for the Hradec Králové Region – that is, for the regional education centers of the Czech Republic's Labor Office – regional branch in Hradec Králové. Based on the principles of establishment, implementation, sustainability, and permanence of existence (regional) education centers, it is necessary to purchase suitable, modern, and technical (computer) equipment, not however in specifications for regular and administrative activities, but conversely for interactive and online connections, for appropriate work with graphic programs, and for adequate (not technologically cutting-edge, but proportionate) hardware equipment, which will enable the contracting authority to ensure and secure appropriate services for example for continuous transfer of audiovisual messages to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The contracting authority will initiate a total of 14 procurement procedures for the individual regional branches of the Czech Republic's Labor Office, whereby each of these procedures is divided into further parts according to categories of components. The main objective of the contracting authority is to ensure mutual technical compatibility of the same categories of components among all regional education centers across individual regions. This is related to the contracting authority’s requirement for open-source software for individual components where such a solution is relevant.
a) The subject of the performance will also be comprehensive training up to 4 hours provided once at the place of fulfillment. The contracting authority requires that the training includes especially (note: the content of the training may differ depending on which part of the public procurement the supplier is bidding for):
- operation of the broadcast studio – working with cameras, sound technology, recording and online transmissions.
- management of the video conferencing system – switching shots, managing microphones and connecting participants.
- administration of the Wi-Fi network – managing SSID, VLAN, access control, QoS.
- use and maintenance of equipment for persons with disabilities – setting and adapting alternative controllers and induction sound transmission.
- diagnosis and troubleshooting of common issues – troubleshooting, system restart, user account management.
- provision of manuals in Czech – each training participant will receive detailed user manuals for all installed devices in Czech. The manuals will include:
o detailed description of system functions and operation,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The contracting authority requires that selected suppliers of individual parts of the public procurement ensure complete installation and commissioning of the technological equipment, including software linking all 76 educational centers, i.e. 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure the complete assembly and connection of all components in accordance with the methodology of the contracting authority, while ensuring full compatibility of all devices and their appropriate functionality for the purposes of education, training, and retraining. The specific requirements of the contracting authority for installation are as follows:
- Equipment for interactive education, online transmissions and hybrid forms of education, enabling connection of educational centers,
- Video conferencing system – including cameras with 360° capture, spatial microphones and sound equipment,
- Wi-Fi router with 5G support – ensuring quality connectivity with at least Wi-Fi 6 (AX1800) and 1x GbE WAN/LAN port,
- Setup cabling – connecting all devices, including organizing and securing cables,
- Interactive audiovisual connection between educational centers – online transmission of training, recording and sharing of educational materials.
c) The subject of performance in relevant parts according to minimum technical specification requirements will also include the installation of setup cabling and network infrastructure to the extent necessary for individual products. Installation of setup cabling should include especially:
- delivery and installation of cabling for all devices,
- connection of all network elements to the electrical grid and data infrastructure,
- arrangement and fastening of cables including installation of cable organizers and tracks,
- testing and checking of connections,
- provision of documentation of the actual state including at least:
o list and types of used cabling (type, length, quantity, connection specifications).
o map and diagram of device connections marked with cable routes.
o configuration data for the network infrastructure.
o handover protocol confirming the correctness of the installation.
