Description:
The contract involves supplying modern technical equipment, including computers and audiovisual systems, for regional educational centers in Hradec Králové, along with comprehensive training and installation services to ensure compatibility and functionality across various educational platforms.

The subject of this public contract is the delivery of selected components to fulfill the buyer's objectives, while this procurement documentation regulates the delivery of selected components only for the Hradec Králové Region – specifically for the regional educational centers of the Labor Office of the Czech Republic – regional office in Hradec Králové. Based on the principles of creation, realization, sustainability, and permanence of existence (regional) educational centers, it is necessary to purchase suitable, modern, and technical (computer) equipment not specified for regular and administrative activities, but rather for interactive and online connections, for appropriate work with, for instance, graphic programs, and for adequate (not technologically cutting-edge, yet proportionately fitting) hardware that will enable the buyer to provide and ensure appropriate services, such as continuous transmission of audiovisual messages to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The buyer will initiate a total of 14 procurement procedures for the individual regional offices of the Labor Office of the Czech Republic, each of which is divided into further sections according to categories of components. The main goal of the buyer is to ensure mutual technical compatibility of the same categories of components among all regional educational centers across the various regions. This entails the buyer's requirement for open-source software for individual components where such a solution is relevant.
a) The procurement will also include comprehensive training of 4 hours delivered in a single session at the fulfillment location. The buyer requests that the content of the training should primarily include (note: the content of the training may vary depending on which part of the public contract the supplier submits a bid for):
- operation of the broadcast studio – working with cameras, audio equipment, recording, and online transmissions.
- management of the video conferencing system – switching shots, managing microphones, and engaging participants.
- administration of the WiFi network – managing SSID, VLAN, access controls, QoS.
- use and maintenance of equipment for persons with disabilities – setting up and adapting alternative controllers and audio induction transmission.
- diagnostics and troubleshooting – restarting systems, managing user accounts.
- deliver manuals in Czech – each training participant will receive detailed user manuals for all installed devices in Czech. The manuals will include:
o detailed description of functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and contact details for support.
b) The buyer requires that selected suppliers of individual sections of the public contract ensure complete installation and commissioning of the technological equipment, including software integration of all 76 educational centers, namely 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure complete assembly and connection of all components in accordance with the buyer's methodology, ensuring full compatibility of all devices and their appropriate functionality for the purposes of education, training, and requalification.
The specific installation requirements from the buyer are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, allowing connection of educational centers,
- Video conferencing system – including cameras with 360° capture, spatial microphones, and sound equipment,
- WiFi router supporting 5G – ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Facility cabling – connecting all devices including organization and fastening of cables,
- Interactive audiovisual connection between educational centers – online transmissions of training, recording, and sharing of educational materials.
c) The subject of performance in relevant parts according to the minimum technical specification requirements will also include installation of facility cabling and network infrastructure as required for individual products. Installation of facility cabling should include primarily:
- delivery and installation of cabling for all devices,
- connection of all network elements to the electric grid and data infrastructure,
- organization and fastening of cables including installation of cable organizers and ducts,
- testing and verification of connections,
- provision of documentation on the actual state including at least:
o list and types of cabling used (type, length, quantity, connection specifications).
o map and schema of device connections with markings of cable routes.
o configuration data for the network infrastructure.
o handover protocol confirming the correctness of the installation.
