The aim of this procurement procedure is to conclude an operational contract with the top-ranked bidder for the procurement of comprehensive technical and organizational services for the provision of a nationwide telemedical medical offer in Austria. The operator of the telemedicine offering is intended to be a joint operating company of ÖGK ("AG") and the contractor identified in the context of this procurement procedure ("AN"), which will operate as an independent outpatient clinic jointly run by AG and AN and be economically managed within a public-private partnership model. The telemedical services are to be provided from the field of human medicine. As the first expansion stage, a service in the field of general medicine is planned. In a further expansion step, dermatology, internal medicine, and pediatric and adolescent medicine are also planned as further medical specialties for telemedicine treatment. It is not excluded that in the future non-physician health and social professionals may also be included to provide non-medical services. ÖGK - Telemedicine.
The aim of this procurement procedure is to conclude an operational contract with the top-ranked bidder for the procurement of comprehensive technical and organizational services for the provision of a nationwide telemedical medical offer in Austria. The operator of the telemedicine offering is intended to be a joint operating company of ÖGK ("AG") and the contractor identified in the context of this procurement procedure ("AN"), which will operate as an independent outpatient clinic jointly run by AG and AN and be economically managed within a public-private partnership model. The telemedical services are to be provided from the field of human medicine. As the first expansion stage, a service in the field of general medicine is planned. ÖGK plans to establish an operating company in the form of a GmbH. The company is not aimed at profit (non-profit). The AG holds the majority share, while the AN takes on a minority share. This operating company shall subsequently operate the independent outpatient clinic for telemedicine and serve as the contracting partner for patients and physicians regarding the telemedicine service. To this end, it applies for a hospital law approval.
The contractor selected in the context of this procurement procedure takes on a central role in the establishment and operation of the outpatient clinic as well as in the establishment and operation/provision (and potentially further development) of the telemedicine platform / the telemedicine offering. This includes, in particular, the following tasks:
(1) Management and administration of the outpatient clinic: The contractor takes over the (economic and technical) management and organization (management) for the provision of the nationwide telemedical offering through the outpatient clinic. This includes, among other important tasks: organization and management of the outpatient clinic; personnel management and planning; and additional tasks (e.g., organizing quality management, scheduling, contract management, billing, etc.). The strategic management of the joint operating company will be carried out jointly with the AG.
(2) Provision and operation of the telemedicine platform: This includes, among other important tasks: development of the telemedicine platform (in particular regarding general requirements; appointment management; IT functionality for telemedical treatment; IT functionality for fulfilling medical documentation obligations; administration; connection of other systems); ongoing maintenance of the telemedicine platform; ongoing operation of the telemedicine platform; user support; further development / IT change management.
The cooperation between AG (or the operating company) on the one hand and AN on the other is fundamentally based on a contractual relationship. It is intended that ÖGK and the AN will conclude a service contract ("operational contract"). The operational contract regulates the cooperation between AG and AN, in particular the service obligations of the AN and the remuneration for these services by the operating company.
