The object of the contract is the implementation of a platform, which will be used by the Ministry of Foreign Affairs to support the fight against misinformation. The platform will aggregate content from social media, the internet, and the systems of the project "Global Media Center - GMC" and will provide tools to assist in identifying instances of misinformation. Overall, the platform will support the following:
• data aggregation, including electronic media (web, blogs) and social media, and thematic categorization (tagging & archiving). The main data source will be the systems of the GMC project and the direct data retrieval refers to data that cannot be obtained from these systems.
• categorization of the collected content based on the respective theme and keywords (tagging) in a digital repository and the possibility of searching using multiple criteria.
• storing examined content as well as content that has already been examined within the platform and easy retrieval using a combination of multiple criteria (filters).
• supporting collaboration between different users and various services of the Ministry through a unified collaborative platform with the ability to exchange messages and comment on the content.
• artificial intelligence tools:
o Detection of manipulated or synthetically produced multimedia content (deepfakes) in the form of images, videos, or audio.
o Automatic geolocation assessment based on an image or video.
o Image analysis and reverse search functionality to identify previous use.
o Identification of claims in text and cross-checking them with already verified claims through linking to repositories of verified misinformation instances.
o Functionality of automatic speech-to-text conversion for further review and processing.
o Trend detection capability based on aggregated data (news and content from social media) that is automatically input into the system in predefined themes, allowing users to identify and analyze emerging trends in real time.
o Topic detection capability and automatic grouping of content (tweets, articles, posts, etc.), giving users the ability to analyze further.
o Mapping the propagation paths of news/content (propagation graphs).
o Community detection for spreading content on social media.
o Automatic report generation based on data derived from identifying instances of misinformation.
o Detection of automated accounts (bots) on social media.
o Automatic translation of texts.
• publishing - issuance and distribution of content across multiple channels such as Web, RSS, Podcasting, Email, Social Media Accounts, Mobile, tablets, Digital signage as well as in printed form.
The system will be hosted on equipment whose procurement will be conducted as part of the project. Specifically, the procurement and installation of central equipment, including racks where the servers will be installed, and the necessary software for their operation is requested.
