1. The subject of the contract is the development/implementation of design documentation, obtaining necessary decisions, opinions, and permits (if required), as well as the delivery and construction installation work of photovoltaic systems in the quantity of 367 units for the needs of residential buildings, photovoltaic installation and heat pump installation for the needs of a public building and carrying out author supervision.
2. The order will be implemented in the "design and build" system as part of funding from the Regional Operational Program of the Łódź Voivodeship for the years 2021-2027, Action FELD.02.05 Renewable energy sources, the regional program European Funds for Łódź 2021-2027 within the project "Construction of Renewable Energy Sources in the Municipality of Sławno – Stage II" – funding agreement: no. FELD.02.05-IZ.00-0116/23-00.
3. The planned installation and construction works will not pose a threat to environmental protection and will not be an undertaking that may adversely affect the natural environment.
4. The documentation must be printed on ecological paper made from legal forest resources obtained sustainably, meeting the conditions of at least one of the listed certificates PEFC Certified, PEFC Recycled, FSC 100%, FSC Mix, FSC Recycled, EU Ecolabel or another equivalent certificate, i.e., a document issued by an organization independent of the Contractor, authorized to issue the document in the country of origin of the raw material and confirming the same conditions as defined in the above-mentioned certificates, which will be confirmed by the appropriate declaration and documents submitted at the stage of developing the documentation
5. The construction equipment used for the project must have the necessary technical tests. The contractor is obliged to use construction machinery utilizing energy from renewable sources (equipment such as: screwdriver, angle grinder, welder, forklift etc. powered electrically and/or having electric batteries, which will be charged with electricity from renewable sources, e.g. photovoltaics or biogas).
6. As part of the subject of the order, existing greenery will be preserved - no interference in green areas, cutting down trees, shrubs, etc. is planned.
7. The scope of the order also includes carrying out measurements and tests, warranty and service, adapting the existing accompanying infrastructure and connecting the designed installations to the existing WLZ and heating systems and training the system users on its operation and maintenance.
8. The ordering party divides the order into 3 (three) parts:
8.1. Part 1 – Design and execution of photovoltaic installations in the amount of 367 units for the needs of residential buildings and carrying out author supervision.
8.2. Part 2 – Design and execution of a photovoltaic installation for the needs of the Municipality Office and carrying out author supervision.
8.3. Part 3 – Design and execution of heat pump installations for the needs of the Municipality Office and carrying out author supervision.

Scope of the order for Part 1 – design and execution of photovoltaic installations in the amount of 367 units for the needs of residential buildings and carrying out author supervision.
1. The order provides for the delivery and installation of 367 sets of photovoltaic installations along with the application of an innovative energy management system EMS. This system is designed to manage electrical energy from the PV installation. It will be based on the use of a self-learning algorithm that recognizes situations for feeding energy into the grid from the PV installation and responds to overproduction by activating additional load in the facility. The system will have the ability to measure energy consumed and fed into the energy grid, connect loads in the facility that, in the event of overproduction, can be activated to consume electrical energy in the facility, and block the outflow of energy to the energy grid. Self-learning algorithms, also known as machine learning algorithms, will significantly support the operation of the photovoltaic installation in the private home in several key areas:
1.1. Energy Production Forecasting: the algorithm can analyze historical weather data and current forecasts to more accurately predict the amount of energy the photovoltaic panels will be able to generate on a given day or week.
1.2. Monitoring and Fault Detection: the algorithm can monitor the performance of each panel and detect anomalies, such as power drops, which may indicate the need for maintenance or repair.
1.3. Energy Storage Optimization: in the case of using an energy storage device in the building, the self-learning algorithm predicts when it is best to charge and discharge batteries based on projected energy demand and solar energy production.
1.4. Energy Consumption Optimization: by collaborating with an intelligent home management system, the algorithm can learn the energy consumption patterns of residents and propose solutions to minimize energy consumption when production is low.
2. The order includes:
2.1. Development of project documentation based on the Functional-Utility Program for each facility separately covering:
2.1.1. construction project [if required],
2.1.2. executive project,
2.1.3. as-built project,
2.1.4. other legally required studies [if required],
2.1.5. obtaining necessary opinions, arrangements, and checks of project solutions as required by applicable regulations necessary to perform the subject of the order.
3. The documentation must be prepared in accordance with building law requirements and implementation regulations, applicable Polish and European Standards, technical knowledge principles after consultations and in agreement with the Ordering Party. For installations with a total power of PV panels over 6.5 kW, the project documentation must be agreed with a fire safety expert.
4. To obtain all project agreements, opinions, decisions, including obtaining a building permit (if applicable) or notification by the Contractor on behalf of the Ordering Party (if applicable), as required by regulations, if separate regulations impose such an obligation.
5. Fulfillment, on behalf of the Investor, of all legal requirements empowering the commencement of works, according to the legal provisions in force at the time of taking specific legal actions.
6. Delivery of the subject of the contract along with installation and construction works based on the developed and approved by the Ordering Party project documentation.
7. Commissioning of the installation.
8. Training for all users of the installed systems regarding their operation and preparation and delivery in paper form of operating and maintenance instructions.
9. Preparation of necessary as-built documentation.
10. Preparation and submission to the local energy company of applications for notification of new/expanded photovoltaic installations.
11. Restoring the site of conducted works to its original state after the completion of the works.
12. Performing service reviews during the warranty period.
13. Carrying out author supervision.

Scope of the order for Part 2 – design and execution of a photovoltaic installation for the needs of the Municipality Office and carrying out author supervision.
1. The order provides for the delivery and installation of a photovoltaic installation with a power of 26.40 kWp of photovoltaic installation sets along with the application of an innovative energy management system EMS. This system is designed to manage electrical energy from the PV installation. It will be based on the use of a self-learning algorithm that recognizes situations for feeding energy into the grid from the PV installation and responds to overproduction by activating additional load in the facility. The system will have the ability to measure energy consumed and fed into the energy grid, connect loads in the facility that, in the event of overproduction, can be activated to consume electrical energy in the facility, and block the outflow of energy to the energy grid. 2.1.6. other legally required studies,
2.1.7. obtaining necessary opinions, arrangements, and checks of project solutions as required by applicable regulations necessary to perform the subject of the order.
3. The documentation must be prepared in accordance with building law requirements and implementation regulations, applicable Polish and European Standards, technical knowledge principles after consultations and in agreement with the Ordering Party.
4. The Ordering Party informs that it is the responsibility of the Contractor to obtain the required maps in accordance with administrative procedures in the appropriate form and scope, should it be necessary. The project must include all necessary sectors.
5. To obtain all project agreements, opinions, decisions, including obtaining a building permit (if applicable) or notification by the Contractor on behalf of the Ordering Party (if applicable), as required by regulations, if separate regulations impose such an obligation.
6. Fulfillment, on behalf of the Investor, of all legal requirements empowering the commencement of works, according to the legal provisions in force at the time of taking specific legal actions.
7. Delivery of the subject of the contract along with installation and construction works based on the developed and approved by the Ordering Party project documentation.
8. Commissioning of the installation.
9. Training for all users of the installed systems regarding their operation and preparation and delivery in paper form of operating and maintenance instructions.
10. Preparation of necessary as-built documentation.
11. Restoring the site of conducted works to its original state after the completion of the works.
