Description:
The procurement involves delivering modern technical equipment and training for regional educational centers in Prague, focusing on interactive and online capabilities to enhance educational services.

The subject of this public procurement is the delivery of selected components to meet the objectives of the contracting authority. This procurement documentation regulates the delivery of selected components only for the region of the Capital City of Prague – that is for the regional educational centers of the Czech Republic Employment Office – Prague regional office. Based on the principles of creation, implementation, sustainability, and permanence of existence (regional) educational centers, it is necessary to purchase appropriate, modern, and technical (computer) equipment, not specified for ordinary and administrative activities, but rather for interactive and online connections, for appropriate work with graphic programs, and for adequate (not technologically top-notch, but proportionately suitable) hardware equipment, enabling the contracting authority to provide and ensure appropriate services, for example, for continuous transmission of audiovisual messages to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The contracting authority will initiate a total of 14 procurement procedures for individual regional offices of the Czech Republic Employment Office, with each of these procedures divided into further parts by categories of components. The main goal of the contracting authority is to ensure mutual technical compatibility of the same categories of components among all regional educational centers across individual regions. This is related to the contracting authority's requirement for open-source software for individual components, where such a solution is relevant.
a) The subject of fulfillment will also include comprehensive training consisting of 4 hours provided in a single instance at the place of fulfillment. The contracting authority requires that the training content primarily includes (note: the content of the training may vary depending on which part of the public contract the supplier is bidding for):
- working with cameras, sound technology, recording, and online transmissions.
- management of the video conferencing system – switching shots, managing microphones, and connecting participants.
- administration of the WiFi network – managing SSID, VLAN, access control, QoS.
- diagnostics and resolution of common issues – troubleshooting, restarting systems, managing user accounts.
- providing manuals in Czech – each participant in the training will receive detailed user manuals for all installed devices in Czech. The manuals will include:
o a detailed description of functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The contracting authority requires that selected suppliers of individual parts of the public contract ensure complete installation and commissioning of the technological equipment, including SW connection for all 76 educational centers, i.e., 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure the complete assembly and connection of all components in accordance with the contracting authority's methodology, ensuring full compatibility of all devices and their appropriate functionality for educational purposes, training, and retraining.
The specific requirements of the contracting authority for installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, enabling the connection of educational centers,
- Video conferencing system – including cameras with 360° recording, spatial microphones, and sound equipment,
- WiFi router supporting 5G – ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Wiring for all devices including organization and fastening of cables,
- Interactive audiovisual connection between educational centers – online broadcasts of training, recording, and sharing educational materials.
c) The subject of fulfillment for relevant parts according to the minimum requirements of the technical specification will also include the installation of wiring and network infrastructure to the extent required for each product. The installation of wiring should include, in particular:
- delivery and installation of wiring for all devices,
- connection of all network elements to the electrical supply and data infrastructure,
- arrangement and fastening of cables including installation of cable organizers and ducts,
- testing and inspection of connections,
- providing documentation of the actual state, including at least:
o a list and types of used wiring (type, length, quantity, connection specifications).
o a map and connection diagram of devices marking cable routes.
o configuration data for network infrastructure.
o a handover protocol confirming correct installation.
