The Mobility Network Ortenau (MN), in which 14 municipalities jointly promote sustainable mobility and utilize synergy effects, aims to advance the expansion of publicly accessible charging infrastructure to further support the market ramp-up of electromobility. The share of purely BEV and PHEV is to be increased in the cities of MN to sustainably reduce the pollutant, noise, and greenhouse gas emissions of the transport sector. Therefore, the expansion of a comprehensive, demand-oriented, and user-friendly electric charging infrastructure by private providers is to be promoted. The municipalities themselves will not install or operate their own charging stations, but will prioritize and organize the establishment based on a targeted concept. The concept provides for the implementation of an active procurement within the framework of a service concession. The procurement office of the city of Lahr conducts the procurement on behalf of the MN. Since the MN consists of larger cities and smaller municipalities, the locations are defined in mixed lots. Participating municipalities of the MN in the context of this tender are the cities of Offenburg, Kehl, and Lahr, as well as the municipalities of Neuried, Schwanau, Rheinau, Seelbach, and Friesenheim. To ensure that all areas of the participating municipalities are supplied with sufficient charging infrastructure in public spaces, a demand-oriented and even distribution of charging stations in the urban area has been established in a city-wide location concept that takes existing supply structures into account. Based on this, a concession for charging infrastructure in public space has been developed, which ensures this distribution. All charging points are fundamentally to be equipped with AC charging infrastructure. However, the installation of DC charging infrastructure is not excluded. The locations have already been coordinated in the respective participating municipalities; non-binding network capacity checks are available for about 1/3 of all locations. The duration of the concession is 8 years, with the possibility of two extensions of two years each. Thus, the maximum duration of the concession is 12 years.
As part of a regular monitoring of the existing charging infrastructure, the MN will continue to assess the demand for charging infrastructure even after the awarding of the first locations, but currently no further awarding or selection procedures are planned. Separate applications for special usages will be denied or negatively resolved in the participating municipalities of the MN with reference to the ongoing procurement procedure.
One location has already been approved independently of the awarding process, but has not yet been implemented and must be considered: Wichernstraße 3a in Offenburg.
