HealthTrust Europe is seeking suppliers for a Framework Agreement for the collection, transport, and disposal of hospital waste, including domestic/recycling waste, clinical waste, reusable sharps waste, confidential waste, IT asset disposal, and a bespoke service for NHS Cheshire and Merseyside. The agreement will be for a maximum period of 4 years with the option to extend, and interested suppliers should express their interest in attending an engagement event. The services required include the collection and disposal of various types of waste, such as general waste, recycling, food waste, clinical waste, sharps waste, and confidential waste, as well as the provision of IT and asset waste management services.

Total Waste Management Services

This Prior Information Notice (PIN) is to advise that HealthTrust Europe will be holding a supplier Engagement Event for the creation of the Framework Agreement for the provision of Total Waste Management Services which is proposed to have seven Lots.

This will include:

• Lot 1 - Domestic/Recycling Waste

• Lot 2 - Clinical Waste

• Lot 3 - Reusable Sharps Waste

• Lot 4 - Confidential Waste

• Lot 5 - Total Waste Management

• Lot 6 - IT Asset Disposal

• Lot 7 - NHS Cheshire and Merseyside bespoke service - (Domestic and Confidential Waste)

HTE proposes to enter into the Framework Agreement for a maximum period of 4 years with the successful Tenderer (Successful Tenderers), being an initial 3 years period and the option to extend by 1 year period of 12 months, after the initial period.

HealthTrust Europe LLP (HTE) acting as a provider of procurement services; the resultant contract arising from this procurement will be entered into between the Contracting Authorities and the successful bidder.

Interested Suppliers should express their interest in attending the Event by emailing (joseph.okhihan@htepg.com) by 2nd February 2024, with the Event to take place on Thursday 8th February 2024 via Microsoft Teams, where further details of the opportunity will be provided.

This PIN is not a call for competition but a notice to inform the market of the intent to procure and invite interested suppliers to partake in pre-market engagement.

The Collection, transportation, disposal, and recycling of domestic, general, and miscellaneous waste (mixed municipal waste from healthcare and related sources that is the same as, or similar to, black-bag domestic waste from domestic households), may also include food waste, non-hazardous waste, and offensive/hygiene waste. This will be broken down into the following categories:

• General waste

• Recycling (for glass, metal, cardboard, plastics and similar recyclable waste systems where necessary)

• Food waste

• WEEE waste

• Bulk waste

It could also include a provision for a compactor.

The collection, transportation and disposal of clinical waste, may include: healthcare waste, infectious waste, pathological waste, pharmaceutical waste, offensive/hygiene waste, hazardous and non-hazardous healthcare waste. May include the supply of sharps containers. Clinical Waste is defined as:

a. "…any waste which consists wholly or partly of human or animal tissue, blood or other body fluids, excretions, drugs or other pharmaceutical products, swabs or dressings, syringes, needles or other sharp instruments, being waste which unless rendered safe may prove hazardous to any person coming into contact with it; and

b. any other waste arising from medical, nursing, dental, veterinary, pharmaceutical or similar practice, investigation, treatment, care, teaching or research, or the collection of blood for transfusion, being waste which may cause infection to any person coming into contact with it."

Clinical Waste will be described in within the following categories:

• Hazardous Waste

• Pharmaceutical Waste

• Sharps Waste

The storage, collection, treatment, and return of sharps waste containers generated by public sector organisations. Used containers are treated and reassembled in order to be re-used. The Tenderer must include an education of using this system.

The storage, collection, and final disposal of confidential waste generated by public sector organisations. This includes (but is not exclusive to) the following; confidential waste paper, carbon paper, coloured paper, computer paper, fax paper, glossy paper, invoice paper, laser printouts, ledger paper, general stationary, NCR paper, transparencies and also other confidential non-paper items such as x-rays and imaging reports. This is to include waste minimisation and incorporated recycling systems.

To include on-site and off-site shredding services.

The Tenderer must be able to carry out a start-to-end process of the collection and destruction of confidential waste compliantly and securely.

The storage, collection, and final disposal of waste generated by public sector organisations for the following types of waste:

- Domestic/Recycling Waste Management

- Clinical Waste Management

- Reusable Sharps Waste Management

- Confidential Waste Management

Provision of a total waste management solution, to include a one-stop-shop solution for the collection, transportation, and disposal of an Authority's waste. To include audit services, waste management services, and contract management services.

The Services shall consist of the Supplier providing an IT and Asset Waste Management Service to deliver the following:

• Collection of assets, including data-bearing and non-data-bearing assets, from secure storage or other locations agreed with the Participating Authority;

• Transportation of and final disposal of assets in line with GDPR.

East Cheshire NHS Trust

Mersey Care NHS Foundation Trust

Mid Cheshire NHS Foundation Trust

Wirral Community NHS Foundation Trust

Are inviting tenders for the collection and disposal of their domestic and general waste in accordance with all relevant regulations and legislation with a view to increase recycling and minimisation of waste thus reducing the Trust's environmental impact. The services required are for non-clinical waste streams including, but not limited to: cardboard, glass, general non-confidential office waste, plastic bottles, textiles, offensive waste, hazardous waste, organic food waste, mattresses, furniture, WEEE and batteries (including lead acid, Ni-Cd and Lithium).

The same Trusts are also inviting tenders for the collection and disposal of their Confidential Waste in accordance with all relevant regulations and legislation with a view to increasing recycling and minimisation of waste thus reducing the Trust's environmental impact. Suppliers shall offer on-site and off-site destruction services in accordance with BS EN 15713:2023. Material that belongs to confidential waste may include, but is not limited to:

• Records containing personal or medical information (e.g., forms, payrolls, pensions records, completed questionnaires, staff files),

• Records of a commercially sensitive nature (e.g., contracts, tenders, purchasing and maintenance records, legal documents).

• Records concerning intellectual property rights (e.g., unpublished research data, draft papers, and manuscripts).

Other materials that may require disposal and destruction within confidential waste include:

• Various types of paper

• Microfiche and microfilm

• Recording media

• CDs / DVDs. Blu-Ray disks, computer equipment, and accessories

• ID/swipe cards

• Branded clothing

Specialist suppliers within the different waste streams will be considered as part of the tender process on the basis that only ancillary services are subcontracted.
