Description:
The local municipality of Wolsfeld is seeking planning and construction supervision services for a new barrier-free daycare center with a usable area of approximately 2,000 square meters, including outdoor facilities and technical equipment.

The local municipality of Wolsfeld intends to build a 10-group daycare center. The subject of the award procedure is the provision of the necessary planning and construction supervision services. The plots marked in the attached development plan for the parking lot and the building are planned for the project.
The plots are located in the Wolsfeld district at the exit of Wolsfeld on the Europastraße.

The building of the day-care centre is to have a total usable area of approx. 2,000 square metres, including circulation areas and areas for technical equipment. The space programme is available and is part of the tender documents. The recommendations on the space programme in daycare centres in the Eifelkreis Bitburg-Prüm of October 2021 are to be implemented and the orientation guide "Room concepts for daycare centres" of the State Youth Welfare Office RLP must be observed in the planning aid. The planning must be coordinated with the state youth welfare office on an ongoing basis.

To make the daycare center barrier-free and single-storey.

As part of the property planning, the tendered service includes the planning of the expansion options. The timber frame construction method is defined as binding. 3D visualization is also part of service phase 2.

As part of the outdoor facilities planning, a kindergarten playground/adventure playground is to be built on the property. This is intended to allow child-friendly use as well as less personnel-intensive supervision. In addition, sufficient long-term parking spaces for staff and short-term parkers (parents) must be planned. A corresponding area is already planned in the B-Plan.

As part of the planning of the technical equipment, a tender for an in-house power plant is issued
(PV system) or a heat generator, heat pumps in connection with a FB heating system.

As part of the planning of the electrical equipment, a sufficient number of connections for e-mobility must be planned. In addition, the installation of a telephone connection and a door opener including screen transmission is to be planned in all group rooms.

The award includes (beyond the usual daycare center serving kitchen) the planning of a fresh cooking kitchen. In addition, neutral kitchenettes for children are to be planned, which allow use by all daycare groups as well as for cake sales (educational kitchen).

A phased commissioning is planned. Initially, the service phases 1-4, i.e. up to the approval planning, are to be commissioned and then the service phases 5-9 or, with regard to the structural design, the service phases 5 and 6. There is no legal entitlement to further commissioning.

The services are advertised by lot as follows:

Lot 1 – Property planning services for buildings according to § 34 HOAI, LP 1-9
Lot 2 – Planning services for outdoor facilities according to § 39 HOAI, LP 1-9
Lot 3 – Planning services for technical equipment HVAC and electrical equipment in accordance with § 55 HOAI
Lot 4 – Planning services for structural engineering, LP 1-6 according to § 51 HOAI

Power Time:

The eligible planning documents must be completed by 30.06.2025 at the latest. This means that the necessary coordination with the client must also be completed by 30.06.2025. The funding application must be submitted by 15.07.2025.
Planned start of construction no later than the 1st quarter of 2026
Planned commissioning in 2027

The project is funded by public funds. Compliance with the eligibility requirements must be ensured at all times.

With regard to the description of the service, the Client is guided by the service descriptions of the HOAI 2021.
