The subject of this procurement procedure is a framework contract for IT consulting and development services, under which services amounting to up to 20.7 million EUR (net) can be commissioned within the contract period. There is no entitlement to utilization or a call obligation. The amount of commissioning is determined by the individual calls from this framework contract (actual number of consulting days needed per individual call). The term is 1 year with the option for three annual extensions. The tender is directed at companies that employ permanent staff as well as at companies that will employ freelancers for service provision to the client. The provision of (temporary) workers is not the subject of this tender. The client provides IT services for AOK-Bayern - The Health Fund and AOK PLUS - The Health Fund for Saxony and Thuringia within the framework of the shareholders' agreement by ensuring the data center operation for both shareholders. Due to a lack of personnel resources, external consulting and development services are required. All service activities that are based on a corporate goal or a previously made corporate strategy and that further develop or optimize the existing IT operations are counted towards the required demand. In particular, the client must address the following non-exhaustive areas of expertise that may interlink: - Software Development - Business Intelligence - Automation/AI Since these topics may interlink, a division of the areas of expertise in the form of lots for the framework contract is being omitted. Project management/support will remain one area of responsibility. Furthermore, all subject areas to be addressed must serve the optimization of IT operations. These services may be needed for software or IT systems, regardless of where the software or IT systems are hosted. Data protection and information security are considered integral components of operational activities within an IT operation, meaning that if they involve independent issues of data protection or information security that have company-wide significance or affect the strategic orientation of the company, these tasks do not fall within the scope of services described here. All activities that aim to optimize IT operations can be called from the framework contract. These may include consulting and support services for the introduction of software or IT systems, such as conducting a market survey, preparing performance descriptions and providing support within a tender process, as well as subsequent implementation and introduction. In the context of new and further developments, consulting and development services are conceivable. This can begin in the preparatory planning phase, e.g., gathering requirements up to the creation of the IT architecture, and end in the actual programming. In particular, potential scenarios for artificial intelligence can be examined and prepared for practical applications to enhance various types of software/IT systems, e.g., business intelligence, thus further increasing the efficiency of IT operations. Within the aforementioned areas of expertise, the upcoming tasks cannot be conclusively described or distinguished from each other. Requirements must be implemented that start with the idea and can extend to quality-verified software development and implementation, as well as documentation/presentation. Additionally, maintenance of self-created custom software is possible. Moreover, (complex) consulting services may be required, where, in cooperation with the client, the development of strategies for optimizing IT operations, preparation of concepts or design proposals, or the development of guidelines and documentation may be requested, provided they are based on an already set corporate strategy or a corporate goal. This list is not exhaustive. Finally, activities in the context of project management/support services, monitoring, and administration services are necessary to further improve IT operations. Consulting services for the top management of the client aimed at developing a strategy with the goal of subsequent implementation from a single source are now not considered a service of this contract. Rather, these activities will be procured in separate procurement procedures as needed. The services are to be predominantly provided remotely.
