The subject of this public procurement is the delivery of selected components to fulfill the client's objectives, and this procurement documentation governs the delivery of selected components only for the Olomouc region – that is, for the regional training centers of the Czech Republic Employment Office – Regional Branch in Olomouc. Based on the principles of establishing, implementing, sustainability and permanence of existence (regional) educational centers, it is necessary to purchase appropriate, modern, and technical (computer) equipment, not specified for regular and administrative activities, but rather for interactive and online connections, for adequate work with graphic programs, and for appropriate (not technologically cutting-edge but reasonably corresponding) hardware equipment, which will enable the client to ensure and secure appropriate services, for example, for continuous transmission of audiovisual communication to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The client will initiate a total of 14 procurement procedures for the individual regional branches of the Czech Republic Employment Office, with each of these procedures divided into additional parts according to component categories. The main goal of the client is to ensure mutual technical compatibility of the same categories of components among all regional education centers across the different regions. This involves the client's requirement for open-source software for the individual components where such a solution is relevant.
a) The subject of the fulfillment will also be complex training in the scope of 4 hours provided once at the place of fulfillment. The client requires that the training content primarily includes (note: the content of the training may vary depending on which part of the public contract the supplier is bidding for):
- working with cameras, sound technology, recording, and online transmissions.
- management of the video conferencing system – switching shots, managing microphones, and connecting participants.
- administration of the WiFi network – managing SSID, VLAN, access control, QoS.
- diagnosing and solving common problems – troubleshooting, restarting systems, managing user accounts.
- providing manuals in Czech – each training participant shall receive detailed user manuals for all installed devices in Czech. The manuals will include:
o a detailed description of functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The client requires that selected suppliers of individual parts of the public contract ensure complete installation and commissioning of the technological equipment, including SW connection of all 76 educational centers, i.e. 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure complete assembly and connection of all components in accordance with the client’s methodology, ensuring full compatibility of all devices and their appropriate functionality for educational, training, and retraining purposes.
The specific requirements of the client for the installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, enabling connection of educational centers,
- Video conferencing system – including cameras with 360° capturing, spatial microphones, and sound equipment,
- WiFi router supporting 5G – ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Wiring network – connecting all devices, including organizing and securing cables,
- Interactive audiovisual connection between educational centers – online transmissions of training, recording, and sharing educational materials.
c) The subject of fulfillment for relevant parts according to the minimum requirements of the technical specification will also include the installation of the wiring and network infrastructure to the extent required by the individual products. The installation of the wiring should mainly include:
- delivery and installation of wiring for all devices,
- connecting all network elements to the electrical network and data infrastructure,
- organizing and securing cables including installation of cable organizers and strips,
- testing and verifying connections,
- providing documentation of the actual state including at least:
o a list and types of used wiring (type, length, quantity, connection specification).
o a map and schematic of connections with labeling of cable routes.
o configuration details for the network infrastructure.
o handover protocol confirming the correctness of the installation.
