“EXTENSION, MODERNIZATION AND EQUIPPING OF THE INTEGRATED OUTPATIENT DEPARTMENT OF THE CLINICAL HOSPITAL FOR INFECTIOUS DISEASES CLUJ-NAPOCA stages 2, 3 and 4” – works and supply of equipment. The objectives to be achieved through the realization of the public investment are the following:
EXTENSION AND MODERNIZATION OF THE MEDICAL TREATMENT AND REHABILITATION BASE, namely, the arrangement of 2 pools (for children and adults) for the development of hydrokinetotherapy services in the basement of building A, in front of the inner courtyard;
- creating separate circuits for children and adults, for each of the services included in the Laboratory (kinetotherapy, electrotherapy, hydrotherapy, magnetotherapy, laser therapy, massage); changing rooms with separate access, sanitary groups, showers, lockers will be arranged;
- specific spaces for recovery procedures will be arranged, grouped in such a way that patients benefit from as comfortable conditions as possible.
REALIZATION OF THE INTEGRATED CENTER FOR ADVANCED MINIMALLY INVASIVE SURGERY, namely: complete refunctionalization of the 5th floor, which increases the configuration and area of useful medical spaces, introduces new functions, namely 3 orthopedic/derma operating rooms, general surgery, and gynecology, as well as other complementary functions for proper operation. Construction of an adjacent external lift to the building and current lift areas that will facilitate easy access of stretchers from the basement (secondary entrance) to the 2nd floor of building A and 5th floor of building B.
THERMAL REHABILITATION AND EFFICIENCY OF THE BUILDING, namely, complete rehabilitation of the exterior of the building: removal of poor quality PVC joinery and replacement with joinery with a high thermal coefficient. The facade plaster of the terrace will be restored by sandblasting, and thermal insulation of the facade will be done internally to avoid visual impact on the building and to raise the thermal coefficient. Alternative high-efficiency systems will be provided.
FURNISHING with furniture and medical equipment of the rehabilitated spaces.
In accordance with the provisions of Article 160 para. (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers. According to the provisions of Article 160 para. (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority establishes a single deadline in which it will respond to all requests for clarification/additional information, as follows: 12 days before the deadline for submitting offers. The response time for clarifications has been set so that economic operators have an adequate period to analyze the award documentation and, subsequently, to prepare their offers based on the responses provided by the Contracting Authority.

2.3 The subject of the contract consists of the execution of works and supply of equipment within the project “EXTENSION, MODERNIZATION AND EQUIPPING OF THE INTEGRATED OUTPATIENT DEPARTMENT OF THE CLINICAL HOSPITAL FOR INFECTIOUS DISEASES CLUJ-NAPOCA stages 2, 3 and 4” in accordance with the requirements of the award documentation.
The estimated value for the execution of works and supply of equipment within the project “EXTENSION, MODERNIZATION AND EQUIPPING OF THE INTEGRATED OUTPATIENT DEPARTMENT OF THE CLINICAL HOSPITAL FOR INFECTIOUS DISEASES CLUJ-NAPOCA stages 2, 3 and 4 is 62,074,209.25 lei excluding VAT. The value of 1,823,682.81 lei excluding VAT, related to various and unforeseen expenses, is NOT included in the estimated value of the contract. Various and unforeseen expenses may be used in accordance with legislation in the area of public procurement referring to contractual amendments occurring during the execution.
Execution Duration 24 months from the start date, including the cold weather period. The minimum warranty period is 60 months.
