The project "Modern Digital Center for Communication and Monitoring Public Services" aims to digitally transform the Municipality of Ariceștii Rahtivani by implementing an integrated information system, which includes hardware and software components, as well as associated services (design, installation, configuration, training, maintenance). The system integrates advanced functionalities, such as AI-enabled video surveillance, a complex multidisciplinary dispatch, secure communications, automation of detection, and continuous monitoring of public service performance. Suspensive clause: The public procurement contract award procedure is initiated under this suspensive clause, meaning that the conclusion of the public procurement contract is conditioned by the allocation of budget credits for this purpose, specifically the signing of the financing contract. The signing of the public procurement contract is done in compliance with the provisions regarding the commitment of expenditures from budgets that fall under the regulations regarding public finances. Given the provisions of Law no. 98/2016 on public procurement and H.G. no. 395/2016, with subsequent amendments and completions, the contracting authority specifies that it will conclude the contract with the declared winning bidder only to the extent that the necessary funds for the purchase are secured by the allocation of budget credits for this purpose. In the event that, regardless of the reasons, the budget credits are not allocated, the contracting authority, after receiving notification regarding the non-allocation of financing, reserves the right to cancel the awarding procedure, provided that there is no other source of financing, in accordance with the provisions of Art. 212 para (1) lit. c) of Law 98/2016 with subsequent amendments and completions, making it impossible to conclude the public procurement contract. Bidders in this procedure understand that the contracting authority cannot be held liable for any damage in the event of cancellation of the awarding procedure, regardless of the nature of that damage and regardless of whether the contracting authority was notified of the existence of such damage. Bidders in this procedure accept the use of the above special conditions/suspensive clause, assuming full responsibility concerning any damages they may suffer in the described situation. The timeframe in which the contracting authority will respond clearly and comprehensively to all requests for clarifications or additional information is on the 14th day before the deadline for submitting bids, provided that these requests are made within the timeframe specified in Section I of the Data Sheet/Instructions for Bidders, namely 20 days before the deadline for submitting bids.

The specific objectives pursued are: - Implementation of a functional online portal for citizens: developing a user-friendly platform that allows the request and issuance of documents, complaints, and tracking of application statuses, integrated with existing applications; creation of a centralized administrative dispatch: ensuring efficient coordination of requests and real-time monitoring of public services through a dedicated interface for local administrators; - Development of a mobile application for reporting issues: facilitating citizen involvement by providing a simple tool for reporting infrastructure issues, with support for images and descriptions; - Integration of a GIS system for infrastructure management: implementing interactive maps and geospatial analysis for accurately locating problems and planning interventions; - Optimizing administrative performance through AI: using artificial intelligence for data analysis, generating operational suggestions, and monitoring the efficiency of activities, transforming tasks into measurable indicators; - Installation of an intelligent video surveillance system: monitoring the roads in all the villages of the commune with cameras equipped with AI functions for automatic incident detection and rapid notification of authorities; efficient management of public assets: implementing an asset management module for inventory, monitoring, and maintenance of the infrastructure (lighting, water, roads, buildings), integrated with GIS; - Ensuring a secure hardware and software infrastructure: providing the necessary equipment (servers, data center, fiber optic network) and digitalization services to support the functioning of the digital center. These specific objectives are designed to maximize the impact of the project, transforming Ariceștii Rahtivani into a digitized, efficient commune focused on the needs of citizens.
