Parking ticket dispensers.
Renovation of parking ticket dispensers and procurement of new parking ticket dispensers, as well as maintenance of the dispensers during the warranty period in Székesfehérvár in the following quantities and main technical parameters: - Renovation of 39 refurbished NortPark Solar type parking ticket dispensers and - Procurement of 16 new parking ticket dispensers. The refurbished and newly procured dispensers must meet the same technical specifications, and the winning Bidder must provide identical warranty conditions for both the refurbished and the newly procured dispensers. During the complete refurbishment, all electronic components of the dispensers to be refurbished must be replaced with new parts. The contracting authority regards as electronic components any elements that cannot perform their function without the use of electric current and/or electronic control by another component. The existing dispenser casings must be refurbished according to the specifications laid down in the technical description, and the winning Bidder must install new parts of the same type and quality as the new dispensers into these casings in such a way that the refurbished dispensers are functionally and warranty-wise equivalent to the new dispensers. The refurbished and new dispensers, except for existing dispenser casings and possibly mechanical parts used for fitting, must be identical in terms of electronics, technology, and services. The dispensers must comply with the requirements of the MSZ EN 12414 standard. New parking meters: The casing of the newly procured dispensers must be made of at least 2 mm thick stainless steel, and all mechanical components, subunits, or fasteners must also be made of stainless steel. There must be a separate door for accessing the control unit, coin recognition unit, printing unit, and a separate door for the coin collector. Refurbished dispensers: During the complete refurbishment of the existing dispenser casings, the old paint layer must be completely removed. The repainting of the casings must be done using outdoor UV stable electrostatic powder coating in RAL 5013 blue, with a transparent anti-graffiti coating. According to the contracting authority's preliminary assessment, all existing dispenser casings are suitable for refurbishment. During the refurbishment of the existing casings, any necessary replacements or modifications of mechanical components, door panels, or the installation of new mechanical components must be done using tools and fasteners made of stainless steel that match the primary material of the existing dispensers. Coin collectors: The contracting authority has 152 exchange coin collectors compatible with the refurbished dispensers. Given the impeccable condition of the existing coin collectors and their compatibility with the exchange coin collectors, the contracting authority wishes to continue using the existing coin collectors; thus, the goal is for the coin collectors for the newly procured dispensers to be compatible with the existing collectors. The contracting authority aims for the coin collectors of the refurbished and newly procured dispensers to be the same size, thus interchangeable, ensuring uniform discharge conditions across all (existing, refurbished, new) dispensers, and ensuring the availability of existing coin collectors during discharge. The locking mechanism and other technical solutions that do not hinder mutual usability do not need to be compatible. Cashless payment: The new and refurbished dispensers must be equipped with a contactless payment capable card reader. Minimum requirement: contactless only card reader (without PINPAD, must accept card payments without using any PIN code). The contracting authority wishes to enter into a POS contract directly with the acquiring bank for the operation of the card terminals; therefore, it only accepts the installation of card terminals that have an affiliated background bank in Hungary. The contracting authority excludes contracting with an intermediary financial service provider. In the case of card payments, only traditional, fixed-period, prepaid parking must be managed. NFC card payment: The dispensers must be equipped with a contactless payment system and a card reader capable of reading general-purpose NFC cards usable as top-up cards issued by third parties. If the card reader is suitable for handling NFC guest cards, a separate NFC card reader can be omitted. The contracting authority has approximately 14,000 currently used NFC top-up cards suitable for managing parking balances and license plate-based START-STOP parking. The contracting authority's clear goal is to ensure that the cards with customers remain usable, thus all refurbished and new dispensers must be capable of seamless acceptance of currently circulating cards, as well as the acceptance of new cards that will be issued continuously and are of the same type as the currently circulating cards. A detailed technical description is included in the technical description, which is part of the procurement documents. According to Article 46, paragraphs (3) and (5) of Government Decree 321/2015 (X.30), the contracting authority draws attention to the fact that any reference in the call for proposals and procurement documents has been made to specific brands, origins, types, procedures, activities, persons, patents, or trademarks to ensure a clear and understandable definition of the procurement subject, and the contracting authority accepts equivalent products or replacement solutions for any such specifically identified brands, origins, types, procedures, activities, persons, patents, or trademarks; provided that the equivalency must be proven by the Bidder in case of doubt.
